    VERTICE SOCIALE TRILATERALE
    24 MARZO 2011
    Il vertice sociale trilaterale per la crescita e l'occupazione si terrà la mattina del 24 marzo, poco prima del Consiglio europeo. Il vertice, che costituisce un forum per il dialogo con le parti sociali europee, sarà copresieduto dal presidente del Consiglio europeo, dal presidente della Commissione europea e dal Primo Ministro dell'Ungheria.
    Questo vertice discuterà della crescita e dell'occupazione in un periodo di risanamento di bilancio, tematica strettamente correlata all'ordine del giorno del Consiglio europeo, che esaminerà la situazione economica e converrà una serie di misure a difesa della stabilità finanziaria, porrà le basi di una crescita sostenibile che generi posti di lavoro nell'intera Unione e adotterà il patto per un coordinamento rafforzato nella zona euro.
    Il vertice sociale costituisce un'occasione opportuna di ascolto delle opinioni delle parti sociali in un momento in cui si rende più che mai necessario pervenire ad un certo grado di consenso sulla maniera di preparare la via ad una ripresa economica che sia sostenibile e realizzare riforme del mercato del lavoro che creino nuovi e migliori posti di lavoro.
    Le politiche dirette ad una crescita sostenibile che generi nuovi posti di lavoro e il risanamento del bilancio sono parte integrante della strategia Europa 2020, che l'UE promuove con la partecipazione delle parti sociali. Pertanto, la mobilitazione e l'opportuna partecipazione delle parti sociali all'elaborazione, attuazione e sorveglianza delle strategie europee e nazionali di riforma sono un presupposto essenziale per conseguire una crescita e un'occupazione a lungo termine, garantendo nel contempo la coesione sociale e salvaguardando il modello sociale europeo.
    Informazioni generali
    Il vertice sociale trilaterale per la crescita e l'occupazione, che si svolge in linea generale due volte l'anno, è inteso a garantire un dialogo continuo ai massimi livelli tra il Consiglio, la Commissione e i presidenti/segretari generali delle principali organizzazioni dei datori di lavoro e organizzazioni sindacali dei lavoratori europee, ossia BusinessEurope per i datori di lavoro e la Confederazione europea dei sindacati liberi (CESL) per i sindacati.
    L'obiettivo è di permettere una migliore correlazione degli orientamenti politici del Consiglio e della Commissione in materia di crescita e occupazione con le iniziative elaborate dalle parti sociali europee nel quadro del loro dialogo sociale autonomo.

    Remarks by Herman VAN ROMPUY President of the European Council
    following the Tripartite Social Summit

    We had our Social Tripartite Summit on an important moment.
    Today and tomorrow the European Council will adopt a comprehensive economic package, completing almost all the strands of our recent work to overcome the public debt crisis.
    All the efforts aim to respond to the crisis and to preserve financial stability. But the ultimate aim is job creation and there is no contradiction between those two objectives.
    Ensuring reduction of public debt and fostering competitiveness are the conditions for economic growth and jobs. The preservation of our social model depends on that economic growth.
    So to the people demonstrating outside, I say: "We take your worries seriously, but what we do is not about dismantling social protection. It is about making sure that our economies are competitive enough to create jobs and sustain the standard of living for all our citizens!"
    Looking back to the last 15 months we can be satisfied to have reached agreement on the measures related to the financial stability of the Eurozone.
    The economic package which will be adopted by the European Council includes the "Euro Plus Pact". It provides for a new quality of economic coordination. It will be called Euro Plus, because it is about what Eurozone countries have to do more, and because it is open to the other countries.
    The Euro Plus pact is consistent with and build on existing instruments we will develop in the new scheme of economic governance, such as the EU 2020 strategy, which focuses on the creation of jobs, the strengthening of competitiveness of our companies and our economies, and the preservation of our "European social model".
    In any case, the objectives of the Pact should be met even without European framework. They are needed for national reasons. The EU Pact strengthens these efforts because 17 countries have a common currency.
    The social partners will play a role in this process at all levels. Social dialogue is essential for issues such as labour market reforms to promote flexicurity and increase labour participation, or measures to develop life long learning.
    Let me finish by saying that economic growth and employment has started picking up already in 2010, even fragile and not in all of our countries. But earlier and stronger than we expected a few months ago. This year we see the impact on jobs and on unemployment. But reforms will be needed to increase our structural economic growth.
    I repeat, there is no contradiction between restoring macro-economic imbalances and fostering
    growth and jobs. The aim is the same.

    Remarks by Herman VAN ROMPUY President of the European Council
    following the meeting of the European Council

    We took important decisions today.
    Let me first brief you on our economic discussion. We decided a comprehensive package of economic measures. Under the impulse of our earlier meetings, in particular the informal Eurozone summit on 11 March, a lot of work has been done already. Today almost all the strands of this
    enterprise have come together.
    We adopted the Euro Plus Pact. It will provide for a new quality of economic coordination. We now call it the Euro Plus Pact, for two reasons.
    Firstly, because it is about what Eurozone countries want to do MORE; they share one currency and wish to undertake efforts on top of existing EU commitments and arrangements;
    Secondly, because it is also OPEN to the others. That's why I am glad that today six colleagues from non euro countries announced that they will join the Euro Plus Pact. They are Denmark, Poland, Latvia, Lithuania, Bulgaria and Romania. I welcome that these countries want to cooperate
    more closely with the Eurozone.
    The Pact will remain open for the others to join later on. The political commitment of the Euro Plus Pact comes on top of all the other measures in the package to improve Member States' economic performance: the stronger Stability and Growth Pact on fiscal surveillance; the new macroeconomic surveillance; and the implementation of the EU 2020 strategy on more economic growth.
    Today, we also started the European Semester. We gave a clear orientation for the preparation of the next year's national budgets and reform plans. All these measures are key for our future.
    Furthermore, we have undertaken to guarantee collectively the financial stability of the Eurozone.
    We today adopted the final decision on the European Stability Mechanism. After national approvals, this decision will clear the road for the successor to the temporary Facility (EFSF).
    We confirmed the "operational features" of the permanent Stability Mechanism. We will make sure that 500 billion euro is available with triple-A status. We have agreed to ensure that the temporary
    Facility has an effective lending capacity of 440 billion euro. It will be in place in June.
    Finally, in order to repair the financial sector, we underline the importance of credible stress tests.
    Banks must do the tests; governments must be ready to deal with the outcome of the tests.
    A final remark on the economy. Some people fear this work is about dismantling the welfare states and social protection. Not at all. -as I sais it during lunch - It is to save it. What we do is to make sure that our economies are competitive enough to create jobs and to sustain the standard of living for all our citizens. -- that's what our work is about. …

    Tonight, we also talked about the situation in Libya. …
    Two weeks ago, in an extraordinary European Council, we adopted a clear line on Libya. We decided that, to safeguard the safety of the civilian population, Member States could: "examine all necessary options, provided that there is a demonstrable need, a clear legal basis and
    support from the region". Those three conditions have been met. The regime stepped up the violence against its own people.
    Last week, the UN Security Council agreed the landmark resolution on Libya and this provided the legal basis. The support from the Arab League was also there.
    The actions undertaken by a coalition of European, Arab and North-American countries, implementing the UN resolution, have contributed to protect the civilian population of Libya. A bloodbath has been avoided, thousands of lives have been saved. Military operations should cease
    as soon as the civilian populations are safe.
    From the beginning of the crisis, the European Union was at the forefront, imposing tough sanctions. Today we decide that we are ready to adopt further sanctions “including measures to ensure that oil and gas revenues do not reach the Kadhafi regime.” Member States will ask the
    United Nations to do the same.
    We have also provided humanitarian aid. All Heads of State or Government stand ready for further action in this field. The political objectives we set two weeks ago remain unchanged: Kadhafi must go, and we want a political transition, led by the Libyans themselves, and based on a broad based political dialogue.
    We also stand ready to help a new Libya, both economically, and in building its new institutions.
    The humanitarian situation in Libya and at its borders remains a source of serious concern and that's why we will continue to provide humanitarian assistance in Libya. We follow the events in the region closely.

    Knowing the situation is different in each country, we express our utmost concern at the situation in Syria, Yemen and Bahrein. We condemn strongly the escalation of violence.
    On the positive side, we noted the smooth conduct of the constitutional referendum in Egypt last week.
    Today we decided on the first steps of the new Partnership with the Southern Neighbourhood that we established on 11 March.
    Tomorrow morning, we will discuss the other international head-line issue, the catastrophe in Japan, and we will adopt the Conclusions of this European Council of March.
