Russians protest against possible return of Kuril Islands to Japan

The Soviet-Japanese declaration signed in 1956 is null and void now

Members of a massive demonstration of protest against the possible return of Kuril Islands to Japan urged the Russian government not to give away the Russian territory. The demonstration took place on Saturday in Sakhalin, the Far East of Russia. Almost 4,000 residents of the Sakhalin region and the Kuril Islands gathered to express their protest against the government's intention, Interfax reports.

The Soviet-Japanese declaration signed in 1956 is null and void now, a deputy of the Sakhalin regional Duma, Sergei Ponomarev stated at the meeting. According to the deputy, Soviet officials violated the Constitution of the Russian Federation, when they ratified and signed the document.

Article 16 of the Constitution stipulated the agreement of the Russian Federation for a change of its borders. The agreement was not received, the deputy said, and a group of specialists found documented evidence in the archives to prove it. "The Russian Federation was a part of the USSR, it was an object of the international right, for it was a UN member," the deputy said.

Local residents send hundreds of letters to the Sakhalin regional Duma: people protest against the possible return of the islands to Japan. "We have sent several packages of such letters to the president and we will continue this work," Sergei Ponomarev said.

Members of the Russian public organization "For the Integrity of the Russian Eastern Territory" took part in the demonstration too, as well as members of the Liberal and Democratic Party of Russia (LDPR), the Communist Party (KPRF), the Fatherland, and others.

Over three thousand signatures have been collected as a result of the meeting: the people signed an address to the Russian administration, urging governmental officials to decline the plan to hand over Kuril Islands to Japan.

Ukraine crisis: A Western circus with Yushchenko, the clown

The Ukraine crisis is for the Ukrainians to decide

It is not the business of Washington or London or Ottawa to decide whether they accept the election results in the Ukraine. It is for the sovereign Ukrainian institutions to solve the process through the proper and existing legislative process, namely an examination of the complaints by the supreme court and the subsequent publishing of the results.

After this, the new President will be announced. It is a simple, clear process and the Ukrainians are capable of solving their own problems without outside interference from the countries who are dying to install Yushchenko, no doubt so that lucrative arms contracts can be delivered to NATO and military bases set up on Russia's borders.

Therefore the declaration by a number of western countries that they did not accept the result obtained by the Ukrainian Central Election Committee is ludicrous. What if the rest of the world tells the United States of America that it does not accept the result of the ballot in Ohio because it was rigged?

And who is Tony Blair to make any declarations, now that members of his own party wish to impeach him for gross misconduct in leading the country into an illegal act of butchery in Iraq baced on barefaced lies?

The strongarm tactics used by the western stooge, Yushchenko, are typical of the anti-democratic processes set in motion by a rampant and militant Washington, crushed in the grip on a monetarist, neo-conservative crypto-fascist clique of elitists, whose corporate greed speaks louder than the mores of internacional diplomacy and whose thirst to dominate the
world's resources in the lifetimes of Rumsfeld and Cheney throws any moral concept into the trash bin.

Yushchenko himself has set himself up as the worst type of unprofessional clown playing the fool in public. His "swearing in" ceremony in a parliament without a quorum was as classic a case of his foolishness as has ever been seen. Why didn't he place a piece of parsley over each ear and stick an apple in his mouth, and claim he was a pig, as well?

Playing this type of childish game gives Yushchenko as much authority as a drunken down-and-out, lying on the floor of a public latrine in a pool of urine, with a bottle by his side, saying he is the president, that he is a doctor, that he is also a cosmonaut on Thursday afternoons and if it hadn't been for Eltsin, he would also be God.

Next time, why doesn't Viktor Yushchenko wear a baseball cap and a skirt, with a plastic red nose and his face painted like the clown he is?

Almeno una voce, anche se è l'unica, si ode ancora. é Putin che critica la dittatura usa negli affari internazionali, in riferimento all'Iraq e all'Ucraina.

Predefinito Will "Yukos" ever pay the debt?

Will "Yukos" ever pay the debt?
    07/12/2004 183
    717 billion 897 million 747 thousand 905 rubles 55 kopeks

"Yukos" and its subsidiaries owe government lots of money. This fact is undisputable. Until recently, only a small circle of people was aware of the exact amount. As for the rest, they simply had to analyze all the incoming data from the Federal Tax Servcies and do the math themselves.

PRAVDA.Ru happened to possess a copy of an official document, which presents full picture of "Yukos""s debt as well as the debt of its subsidiaries. It is noteworthy to mention though that the exact data concerning tax claims is given out only to corporations that had already announced their participation in the auction to acquire stocks of "Yuganskneftegas", "Yukos""s major working asset.

When asked whether such numbers were present in the Fund, press-secretary of the Russian Federal Property Fund (RFPF) Alexander Komarov refused to comment. He stated that the organization doesn"t provide any comments to press regarding such matters. Nevertheless, RFPF obviously discloses all info to anyone wishing to take part in the auction. In his interview to PRAVDA.Ru, Alexander Komarov has confirmed only the total sum of the money that "Yuganskneftegas" had indebted.

In general, the media along with numerous experts provided correct data ($22-24 billion USD) when calculating total sum of tax claims addressed to the entire "Khodorkovsky Empire." In reality however, the sum turned out to be a bit more considerable - almost $25,79 billion USD. This is 1,5 times greater than Russia"s defense budget for the upcoming year.

Currently, total sum of tax claims addressed to "Yukos" for 2000, 2001, 2002, 2003 equals 578 365 842 587,18 rubles. This also includes taxes for the sum of 273 384 403 198 rubles, fines for late submission of tax reports: 105 691 949 581,58 rubles as well as fines for tax law violations for the sum of 199 289 489, 807,6 rubles.

"Yukos" has been disputing almost every single digit in various courts. However, the company failed to reach success. In particular, the entire system of fines has been greatly criticized for a number of tax related violations. It would be noteworthy to mention that an ordinary fine constitutes 20% of the debt. Russian Federal Property Fund however would double or in some cases even quadruple the fine percentage. According to some sources, tax inspectors were certain that "Yukos" wasn"t paying purposefully. And since the company has already been convicted of the analogues crime, the fine soon rose to 80% of delinquent tax money.

Such rapidly evolving dynamics of fines is fascinating. "Yukos" is just a mere example. For 2000 alone, fines constituted 40%; in 2001, they rose to 80%; in 2002 - nearly 79,8%; in 2003 - 80%. As far as "Yugansk" is concerned, the company has been only in the course of the past couple of years; both times the fines constituted 40%.

As for "Yuganskneftegas", for 1999, 2000, 2001, 2002 tax services made claims on a sum of 112 807 942 532, 52 rubles, including taxes: 60 274 463 961,32 rubles, fines for late submission of tax reports - 32 510 730 430,9 rubles as well as fines for violations of tax laws and regulations for the sum of 20 022 748 140,3 rubles.

"It should be noted," reads the document, "that since August 2004 "Yuganskneftegas" has almost completely stopped paying its tax bills in accordance with tax declarations. As a result, this led to the emergence of tax arrears on the sum of 15 924 134 953 rubles." It therefore follows that "Yugansk" owns RFPF over 128,73 billion rubles or more than $4,6 billion USD.

Other smaller pieces of "Yukos" such as "Samaraneftegas" and "Tomskneft" have been checked only for 2002. In comparison to the aforementioned sums, RFPF aks them to pay very inconsiderable sums: a little bit more than 7,12 and 3,6 million rubles respectively.

In their interviews to PRAVDa.Ru, experts could not provide a clear answer as to who will pay the debts of "Yukos""s subsidiaries after their sale. Logically, noted the experts, potential buyers should be awarded such "privilege." If this is truly so, then most claims will be settled. "Yukos""s pieces however appear quite risky for potential buyers. The company"s shareholders will demand financial compensation from new owners through international law-enforcement organizations. That is why a sweet pill for potential investors is of utmost importance from the government"s side.

Predefinito Russia-India partnership to end technical deadlock

Russia-India partnership to end technical deadlock
    12/07/2004 13:07
The size of the Russian-Indian military cooperation made up $33 billion since 1960

December 2, 2004 a sitting of the Russian-Indian committee for military and technical cooperation took place in Delhi. Minister for Defense Sergey Ivanov was at head of the Russian delegation.

That was the first Russian-Indian meeting of such a great scale over the past years. India is Russia's most reliable partner in the Asia-Pacific region that is even better predictable than China.

The military and technical cooperation between Russia and India is rather successful. According to Sergey Ivanov, the size of the Russian-Indian military cooperation made up $33 billion since 1960. Both countries expect to trade to the sum of over $5 billion in the nearest 5-7 years in the sphere of military and technical cooperation. Today, about 35 per cent of Russia"s defense production goes to India.

At the same time, Russia is also selling its best arms to China, Vietnam, Malaysia and former Soviet republics. At that, Russia is expanding the developed markets and opens up new ones. Much progress has been recently achieved in the talks with Latin American countries. What is the technique that Russia is selling abroad? These are mostly Soviet achievements because nothing new has been designed over the past 15 years of liberal reforms.

Russia now is a poor rival in defense technologies. What is more, the Russian defense complex has degraded which resulted in low quality of defense technologies; these technologies are weaker from the point of view of technology and concept. Russia exports mostly airplanes with French and Israeli avionics. At that, such airplanes are not adopted in the Russian Air Force because Russia may easily loose these supplies in case the international situation gets worse.

There is little hope that Russia's high technologies may get better. The Russian defense authorities believe the country should cooperate with those countries that keep up close relations with Russia. Sergey Ivanov adds that besides selling technologies to India and buying something from it Russia plans to set up high-technology joint enterprises. These joint enterprises may sell high technologies to other countries.

The Indian high-technology sector is speedily developing now. Russia and India have already succeeded in joint projects: they developed a new generation ultrasound anti-ship missile in the framework of the BraMos Indian-Russian project. The developers state the missile may be successfully exported to other countries; this is the issue that is to be touched upon during the coming Russian-Indian meeting.

It is expected that Russia-India aviation projects may be a success as well. Even though Russian generals claim the national aviation industry will develop a fifth-generation destroyer in 5-7 years, experts and researchers still doubt the project may be realized before 2012-2015.

To compare, the USA plans to start production of a new destroyer in four years already. Researchers from the Sukhoi aviation bureau and military officials believe that India's participation in development of the fifth-generation destroyer may speed up the process and help start production of the new achievement as soon as possible.

Russia has already offered India and France to participate in the project. Sergey Ivanov told journalists in New Delhi that India was more likely to be the co-partner in development of the fifth-generation destroyer.

Hindustan Aeronautics Limited (HAL), Russia's Ilyushin design bureau and the Irkut corporation will co-operate in development and production of a multi-purpose troop-carrier on the basis of Il-214. This cooperation is particularly important because the transport aviation of the Russian Air Force will be able to accomplish just 40 per cent of transportation by the year of 2015, as many aircrafts will be outdated by the time.

However, prospective cooperation in development of defense technologies may face serious problems. Both countries still have no inter-parliamentary agreement on protection of intellectual property. The Russian minister of defense says both sides have been considering the issue within the past four years; India and Russia have been coordinating the text of the agreement within the past two years. Sergey Ivanov says this agreement is essential for protection of technologies that are even more expensive than defense products themselves.

At a press-conference in New Delhi, Indian Minister for Defense Pranab Mukherjee said the original variant of the Russian-Indian agreement on protection of intellectual property would be ready in January 2005. To all appearances, Russia considers relations with India to be of great importance. RIA Novosti news agency reports that Russia is ready to give up the military cooperation with Pakistan in case India takes account of Russia's military concerns. In other words, this may mean strategic partnership with India.
