    French 'yes' sees glimmer of hope

    A new poll has shown the number of those hostile to the EU Constitution has decreased slightly in France, although the no is still in the lead.

    Oppposition has fallen to 52 percent, compared to 56 percent during the last poll carried out by the same institute (CSA), the AFP reports.

    This is the 20th consecutive poll in a month to show that the French may reject the Constitution during the referendum on 29 May though.

    However, it is the first one to show the no camp losing ground.

    The previous survey carried out by the CSA, just after President Chirac's TV address on 14 April, had shown the no side obtaining the highest percentage until now (56 per cent).

    Currently, opposition seems to be at the same level (52 per cent) as it was in March, according to AFP.

    The new poll also shows that 48 per cent of those questioned would say yes if the referendum was held next Sunday, while 43 per cent would abstain.

    The poll was carried out on 19 and 20 April, with 1,003 people were questioned.

    The Constitution has to be approved by all 25 members to come into force.

    Fears loom that if France rejects the draft Treaty, other countries, such as the Netherlands, which is holding its referendum a few days after France, or the UK may follow suit.

    President Jacques Chirac himself said that a French no would block the further construction of Europe, and that the consequences would be serious both for the EU and for France.

    Confusion in French public opinion is entangling several issues in the debate on the forthcoming referendum - among them are mistrust in national government, fear of foreign low-cost economies, and further enlargement of the EU, particularly to Turkey.

    President Chirac tried to ease tensions surrounding the Constitutional discussion, and to clarify the content of the draft Treaty, during a two-hour TV debate shown live on national television last week.

    His efforts seem to have had little impact, but cabinet officials confirmed they will continue campaigning in the time remaining before 29 May.

    The Slovak parliament ratified the European Union’s constitution in a vote today, a year after the country joined the bloc.

    MPs across the political spectrum voted 116-27 with four abstentions, giving strong support for the EU document and making the new EU member the eighth country to approve it.

    The charter won support well beyond the 90 votes it needed to pass in the 150-member chamber.

    “I’m convinced that in Slovakia, the constitution … is viewed as a needed and a good document,” Foreign Minister Eduard Kukan told deputies at the start of the session.

    Prime Minister Mikulas Dzurinda, whose government led the country into the EU, said the constitution's ratification ”is in the interest of Slovakia, in the interest of Europe”.

    Those who voted against the charter were from the opposition Communist Party, the ruling coalition Christian Democratic Movement and some independent lawmakers, who have opposed the charter because of fears it will create a European super-state.

    Earlier in the day, Parliament Speaker Pavol Hrusovsky, who also leads the Christian Democrats, told MPs that despite his support for Slovakia’s EU membership, he planned to vote against the charter because he believes it is characterised by a “lack of democracy, lack of Christianity and lack of sincerity”.

    “I’m a Christian Democrat,” he said. “While I see the lack of democracy as threatening for Europe, the lack of Christianity I consider to be destructive for Europe.”

    Slovakia, a central European country of 5.4 million, joined the EU along with nine other mostly former communist countries last year.

    All 25 EU member countries must approve the constitution for it to take effect. Some nations have already passed the charter in parliament, while others are holding referendums. Neighbouring Austria ratified the charter earlier today.

    The constitution aims to streamline decision-making in the EU and provide the bloc with a foreign minister and a president to give it greater international clout.

    Over the past few months, Slovakia has seen only a lukewarm debate on the EU charter, mostly among politicians and experts. The government also distributed about two million leaflets informing citizens about the EU constitution.

    Austria and Slovakia in EU votes
    Austria and Slovakia have become the latest countries to take steps to ratify the EU constitution.


    The lower house of the Austrian parliament voted almost unanimously for ratification, though this needs to be confirmed by the upper house.

    The Slovakian parliament later ratified the constitution by 116 votes to 27 with four abstentions.

    So far, six countries have finished the ratification process, while Austria, Belgium and Spain are not far off.

    Spanish voters approved the constitution in a referendum in February, but this has yet to be confirmed by the Senate.

    The vote in the Austrian parliament came after the government rejected calls by Joerg Haider, leader of a minority bloc in Austria's government, for a referendum on the text.

    One anti-EU MP, Barbara Rosenkranz, voted against ratification.

    "Our choice today is not this constitution or a better constitution," said Alfred Gusenbauer, head of the opposition Social Democrats.

    Members of Austria's ruling People's Party said that the constitution would give small nations like Austria greater influence within the EU.

    However, if just one of the EU 25 member states rejects the treaty, this could prevent it coming into force.

    The latest opinion polls in France and the Netherlands suggest that the result of referendums due on 29 May and 1 June are balanced on a knife-edge.

    The German, Belgian, Estonian and Latvian parliaments are expected to ratify the constitution in May.

    The Belgian Senate has already approved the constitution, but the lower house of parliament, and the regional parliaments, must also hold votes.

    12 maggio 2005: La Germania ha ratificato la C.E ... per metà.
    Votazione al Bundestag di Berlino:
    Favorevoli 569; contrari 23, astenuti 2.
    [Il Bundesrat ratificherà il 27 maggio. Anche là ci si aspetta un voto a favore pressoché unanime].

    Il Bundestag ratifica la Costituzione–UE, 95% a favore». Tra l'atro l'articolo riprende e spiega bene la vicenda del ricorso –fallito– alla Corte Costituzionale tedesca da parte del deputato Peter Gauweiler allo scopo di bloccare l'iter parlamentare della ratifica. Gauweiler sostiene che la ratifica parlamentare è incostituzionale, ossia non permessa, –un illecito insomma–; e che per una simile ratifica occorre un referendum popolare. Ma ... di fatto la ratifica c'è: ed è ben difficile fermarla avendo essa oltre il 95% dei voti a favore dei deputati, tutti perfettamente al corrente delle obiezioni di Gauweiler]

    Germany ratifies Constitution

    EUOBSERVER / BRUSSELS - The EU biggest member state and founding member of the bloc has easily passed the European Constitution through its lower parliament.

    Germany's Bundestag voted 569 in favour with 23 against and two abstentions - well over the two thirds majority threshold needed to get the document through.

    Welcoming the vote, German Chancellor Gerhard Schroder said the Constitution would enable the EU to take decisions more easily.

    Ahead of the debate, he appealed to MPs to vote yes to ensure a peaceful future Europe.

    "The survivors at that time could never have even thought to dream of a European constitution for the people of the continent - people who live together as peaceful neighbours", said the Chancellor referring to the survivors of world war two.

    Most of those voting no came from the ranks of the Christian Democrat opposition parties. They are against the Constitution because they believe it will take too much power away from their own national parliament in favour of the EU.

    The Constitution will now pass to the upper house where it is expected to be endorsed without any problems on 27 May.

    This will happen just two days before the French referendum on the Constitution and is hoped by the leaders of France and Germany that a German green light will influence French citizens' decision.

    Mr Schroder said he hoped the MPs' approval would "set something of an example for others".

    The German parliament's ratification of the treaty followed little public debate on the issue.

    The debate that did take place was mainly confined to within the political parties and concerned how many deputies were considering voting against the Constitution in this generally very pro-European country.

    The rebel MPs prompted much discussion among Christian Democrats about whether they should toe the general party line.

    No debate
    However, major politicians from all over the political spectrum spoke out in favour of the document without tackling its contents - most probably because the document was not put to a referendum.

    By contrast, in France, which is having a referendum, the debate has rocked the country with nay sayers fearing the Constitution will lead to a liberalised Anglo-Saxon version of Europe.

    If approved by all member states the Constitution will introduce an EU foreign minister; allow for more use of the enhanced co-operation procedure whereby small groups of member states can push ahead in an area together.

    It also gives far greater powers to the European Parliament - almost doubling the areas where co-legislates with member states; has a mutual defence clause and incorporates the Charter of Fundamental Rights into the treaty.

    Ho aggiornato la situazione delle ratifiche della CE (nel "post" di apertura di questo thread): situazione che ora –con la ratifica del Belgio– vede l'iter concluso positivamente in 8 stati membri e a metà percorso in Austria e Germania.

    Belgian parliament endorses EU constitution

    The lower house of the Belgian Parliament approved the EU Constitution on Thursday (19 May) by a large majority.

    The MPs followed the Senate's approval at the end of April, by endorsing the treaty with 118 votes in favour, 18 against and one abstention.

    However, some parliamentarians expressed regrets that Belgian citizens were not sufficiently involved in the debates on the Constitution leading some members of the socialist party to suggest organising biannual consultations of civil society on the status of the European project.

    However, some parliamentarians expressed regrets that Belgian citizens were not sufficiently involved in the debates on the Constitution leading some members of the socialist party to suggest organising biannual consultations of civil society on the status of the European project.

    But the initiative was judged "questionable" by the liberals, according to Belgian daily La Dernière Heure.

    "As far as consultation is concerned, one cannot catch up, I am afraid", liberal MP Daniel Bacquelaine said.

    "The Belgians are orphans regarding the Constitutional debate", he added.

    The document will now have to be submitted to the parliaments of the Belgian federate entities.

    Hardest ratifications still to come
    The Belgian ratification of the Constitution follows the parliamentarian ratifications of Lithuania, Hungary, Slovenia, Italy, Spain Greece and Slovakia.

    The Austrian and German lower houses of Parliament also approved the treaty, and their upper houses are expected to follow later this month.

    Spain became the first country to ratify the document by referendum, in February this year.

    But the tricky referendums are still to come as the French and Dutch go to the polls within the next two weeks.

    French polls' results have varied in the last months, but most of them have put the No side in the lead.

    And two recent surveys in the Netherlands have put the no camp ahead, with 60 per cent in one, and 53 per cent in the other, according to the Guardian.

    Furthermore, they have shown that only one in three Dutch voters intends to vote on 1 June.

    A traditionally Eurosceptic UK had considered cancelling its referendum, due next year, if the French said no.

    However, question marks over the outcome are not only special to referendums.

    The Cypriot Parliament is to vote on the EU constitution at a special session on 30 June, it was announced on Thursday (19 May).

    Ratification was considered a formality, but the island's largest party is set to oppose the treaty. The senior government coalition partner (Akel) came out against the document on Wednesday.

    But all the other parties in the 56-seat parliament are expected to vote in favour of the Constitution, which means it can still be approved, as the communist Akel party holds 20 seats.

    The Constitutional treaty was signed by EU leaders in Rome last year, and it has to be ratified by all member states to take effect.

    The deadline for the ratification is the end of October 2006.
