ORY >> NEW SLOT POOL ALLOCATION
The State recently returned some slots previously reserved for Public Service Obligation routes (please refer to the updated PSO page on COHOR's website by clicking in “more infos”). These slots in addition to those made available by some carriers constituted a pool of 2 812 slots on an annual basis at Paris-Orly airport, which has been distributed for the Schedules Conference of the aeronautical Winter 2005/2006 season (W05).
VOLARE Airlines is still holding 4 340 slots for the aeronautical Summer 2005 season (S05) at Paris-Orly airport. VOLARE informed COHOR that it has been delivered a temporary operating licence by the Italian Civil Aviation Authority (ENAC) on 25th March, 2005, in accordance with the Community Regulation 2407/92. VOLARE also confirmed its intention to resume the operations in Paris-Orly airport during the aeronautical Summer 2005 season and therefore to use the slots held at this airport.
COHOR, appointed as Paris-Orly airport co-ordinator by the modified French Minister of Transport order of August 27th, 1996 and in accordance with the amended Council Regulation 95/93 of January 18th, 1993 on common rules for the allocation of slots at Community airports, distributed the entire pool on an annual basis considering the waiting list made of requests filed for the aeronautical Winter 2005/2006 season (30th October, 2005 - 25th March, 2005) and received before the industry deadline set on 12th May, 2005.
The Council Regulation 95/93 which was amended in July 2004 stipulates that carriers must now clearly request themselves the new entrant status and that half of the pool must be allocated between carriers' requests with new entrant status.
The carriers having claimed this new entrant status are : MyWay Airlines (1 daily flight to Bologna), Thomsonfly.com (2 daily flights to Doncaster Sheffield, 2 daily flights to Coventry and 2 daily flights to Bornemouth) and easyJet (5 weekly flights to Venice).
The airlines that have benefited from the distribution of the slot pool are (please click on "Attached Document" for further details) :
As new entrant (1 460 slots) :
* Thomsonfly.com : 1 daily flight to Doncaster Sheffield and 1 daily flight to Coventry.
As incumbents (1 352 slots) :
* Karthago Airlines (624) : equivalent to 6 weekly flights to Tunisia,
* EasyJet (416) : equivalent to 4 weekly flights,
* Compagnie Aérienne du Mali (208) : equivalent to 2 weekly flights to Bamako,
* Air Senegal international (104) : equivalent to 1 weekly flight to Dakar, in order to offer 2 daily flights to that destination.
58% of all the newly requested slots concerns intra Community routes, 24% domestic routes and 18% international non EU routes.
Considering the information given by carriers in their requests, this slot pool allocation represents an average of 145.7 seats per movement. Depending on easyJet's choice of destinations with its newly allocated slots, between 85 and 100% of the pool will be used for European or International routes.
These slots were allocated on the basis of submissions for aeronautical Winter 2005/2006 season. However, the carriers which have been allocated these new slots on an annual basis willing to start their year round operations already before the end of the current aeronautical Summer 2005 season will be allowed to do so.
The reserved number of slots for year-round services will be allocated for the aeronautical Summer 2006 season provided that the new services will really start at the beginning of the aeronautical Winter 2005/2006 season and that the year round operation requests are duly confirmed by carriers by the industry deadline set on 13th October, 2005 at 239 UTC.
