President Hu meets foreign navy delegations, says China no threat to other nations

QINGDAO, April 23 (Xinhua) -- China's armed forces, including the People's Liberation Army (PLA) Navy, will always be an important force in safeguarding world peace and development, and China will never be a threat to other nations, Chinese President Hu Jintao said here Thursday.

China would never seek hegemony, nor would it turn to military expansion or arms races with other nations, President Hu, also chairman of the Central Military Commission, said during a meeting with heads of 29 foreign navy delegations.

The delegations were here to participate in celebrations for the 60th anniversary of the founding of the PLA Navy.

Hu said China will unswervingly stick to the road of peaceful development, which demands China to adhere to its defensive national defense policy.

The road of peaceful development is a strategic choice made by the Chinese government and people in the line of the nation's peace-loving traditional culture, the trend of our times and the fundamental interests of China, Hu said.

He noted that cooperation and exchanges between naval forces of different countries are key to build a "harmonious ocean," which is the theme of the anniversary celebrations.

The PLA Navy had carried out a series of cooperation and exchange missions with its foreign counterparts and enhanced friendship and mutual understanding since China began its reform and opening up drive, Hu said.

The PLA Navy will be more open and practical in international maritime security cooperation in the future and unremittingly work towards the goal of building an harmonious ocean, Hu continued.

International maritime security cooperation must observe the principals of international relations established by the United Nations Charter and the United Nations Convention on the Law of the Sea, he said.

Hu urged the nations to respect each other's sovereignty and interests and to seek mutual development while combating conventional and unconventional threats in the oceans and protecting maritime safety.

Speaking for the foreign navy delegations, Admiral Julio Soaresde Moura Neto, commander of the Brazilian navy, thanked Hu for his meeting and congratulated the PLA Navy for its 60th anniversary.

He also expressed his appreciation of the efforts by the Chinese government and the PLA Navy in building a harmonious ocean.

Vice chairmen of the Central Military Commission Guo Boxiong, Chinese Defense Minister Liang Guanglie, PLA Navy Commander Admiral Wu Shengli and Chen Bingde, Chief of the General Staff of PLA, attended the meeting.

Navy admiral: China to develop sophisticated marine weapon systems
    www.chinaview.cn 2009-04-15 23:151 Print
Backgrounder: Brief history of China's People's Liberation Army Navy

BEIJING, April 15 (Xinhua) -- Large surface combat ships, supersonic cruise aircraft, high-speed intelligent torpedoes ... These are a few sophisticated marine weapons China plans to build.

"The Navy will move faster in researching and building new-generation weapons to boost the ability to fight in regional sea wars under the circumstance of information technology," Navy Commander Admiral Wu Shengli told Xinhua in an exclusive interview-- one week ahead of the 60th anniversary of the founding of the People's Liberation Army (PLA) Navy.

In addition to ships, aircraft and torpedoes, long-range missiles with high accuracy, submarines with superb invisibility and endurance and electronic weapons and facilities are also on the Navy's agenda.

He said the Navy would have more equipment for offshore repair, high-seas dispatch, large-scale rescue and supply among others.

According to Wu, the Navy will incorporate the capacity for non-war military actions to the integrated construction of the army's power, especially emergency offshore search and rescue and anti-terrorism activities.

Since 2003, President Hu Jintao has repeatedly inspected the country's Navy and made suggestions on its construction.

"The navy force should be strengthened and modernized under the guidance of the Deng Xiaoping Theory and the 'Three Represents' to serve the country and its people more effectively," said Hu when meeting with representatives of the navy's 10th Party congress on Dec. 27, 2006.

China has huge strategic benefits in sea areas and current threats to our country's security come mostly from the seas, said Hu, who is also chairman of the Central Military Commission.

Hu urged the Navy to achieve sound and fast development and enhance the defensive operations with information technology.

Admiral Wu Shengli said regrouping the army system, optimizing army structure and distribution in battlefields were among the issues for more discussion during the new round of the Navy construction.

In 2009, the Chinese Navy would continue its missions in the Gulf of Aden and waters off the Somali coast to protect merchant vessels against spreading piracy.

The Gulf of Aden is one of the world's busiest shipping routes, in which about 1,000 Chinese vessels pass through each year.

Previous reports said more than 40 naval vessels will join a grand international fleet around April 23 in a display to mark the60th anniversary of the founding of the PLA Navy.

The navies of 15 countries have pledged to send ships to the east port city of Qingdao as part of the celebrations and at least28 foreign countries will send delegations, said the officer with the Navy's headquarters.

The officer said the celebrations will be an opportunity for foreign navies to have intensive and close observation of the PLA Navy's facilities and personnel.

France expects deepened cooperation with Chinese navy
    www.chinaview.cn 2009-04-24 10:48:15 Print

Special Report: China Marks 60th Anniversary of Navy

PARIS, April 23 (Xinhua) -- The French Defense Ministry said Thursday the country was "very honored" to take part in the fleet review of the Chinese People's Liberation Army (PLA) and would like to strengthen communication and cooperation with the PLA Navy in the future.

France has paid enough attention to the review because it was a significant event, which will boost the interactivity between the Chinese and French navies, French Defense Ministry spokeswoman Sabine Rivayrol told Xinhua.

The French military was very proud of being present at the remarkable scene and regarded the event as an important opportunity to preserve and develop the friendship between the two navies, Rivayrol said.

The French navy would like to maintain "mutual trust" with its Chinese counterpart, she added.

The spokeswoman stressed the coordination of the navies of various nations, especially in the fight against pirates, and expressed her country's willingness to deepen the cooperation with the Chinese navy through exchanges.

The French Navy's F734 Vendemiaire light monitoring frigate, among a total of 21 visiting navy vessels from 14 countries, took part in the international fleet review Thursday afternoon off eastern China's Qingdao city to mark the 60th anniversary of the founding of the PLA Navy.

Chinese President Hu urges further modernization of PLA Navy

BEIJING, April 24 (Xinhua) -- The People's Liberation Army (PLA) Navy should comprehensively push forward its modernization to constantly enhance its capability to carry out its missions in the new century and new phase, Chinese President Hu Jintao said here Friday.

Hu, also chairman of the Central Military Commission, made the remarks when meeting with veteran officers and model soldiers of the PLA Navy Friday night, a day after the 60th anniversary of the founding of the PLA naval force.

Hu first paid respects to the veteran officers and model soldiers for their contributions to the development of the navy and extended regards to all members of the navy.

He expressed his hope that these officers and soldiers would continue to play a leading role in contributing wisdom and strength to the navy's development.

Through six decades of development, a relatively modern naval force consisting of combined arms had taken shape thanks to the leadership of the Communist Party of China Central Committee, the Central Military Commission, the support of the people, and unremitting efforts by naval officers and soldiers, Hu said.

The navy had played an important role in protecting China's sovereignty, national security and territorial integrity, promoting the reform and opening up drive and socialist modernization, and safeguarding world peace and development, he said.

The president expressed hope that the navy would achieve further development.

Thursday morning, Hu reiterated that the country's military build-up was purely defense-oriented.

In a meeting with heads of 29 foreign navy delegations gathered for the PLA Navy's anniversary celebration, Hu pledged that China's armed forces, including the navy, would never be a threat to other nations.

China would always be an important force in safeguarding world peace and development, he said.

"For now and in the future, China would never seek hegemony, nor would it turn to military expansion or arms races with other nations," he said.
