    Predefinito Parte il budget UE per la ricerca nel campo di difesa-senza la GB

    Parte un comune budget europeo per la ricerca in campo di sistemi militari di difesa,con lo scopo di limitare la dipendenza e avanguardia americana nel settore.Come c'era d' aspettarsi,la Gran Bretagna,ha rifiutato di partecipare,provocando la rabbia di altri paesi che l' hanno accusata di minare i tentativi per una comune politica difensiva Europea (ma dai,non è possibile che i Britannici vogliano una cosa simile!).

    Consolazione : La cosa andrà avanti senza la vecchia Albiona.Era ora e magari andasse avanti cosi in tutti i settori.Non vuole?Bene,che resti fuori senza intrommettersi e lasci che gli altri facciano quello che vogliono.


    EU to launch defence fund -- without UK

    BRUSSELS (Reuters) - The European Union will launch on Monday a new common fund for defence research despite a refusal by military heavyweight Britain to take part, EU officials said.

    The fund, to be agreed on by EU defence ministers in Brussels, is a small but rare step towards pooling the bloc's jealously guarded national defence budgets and is aimed at narrowing the United States' burgeoning technology lead.

    Britain's decision to stay out of the project has angered other European countries which accuse it of undermining fledgling efforts to develop a common EU defence policy.

    Diplomats say Britain is also blocking agreement on the future budget of the European Defence Agency (EDA), the body set up in 2004 to coordinate EU defence work, and is demanding more information on how it spends its money.

    "Britain is the most resistant and we are amazed at that given its previous commitments," one senior EU diplomat said.

    The envoy, who declined to be identified, was referring to a landmark 1998 agreement signed between Britain and France seen as launching efforts for a common EU defence policy.

    The research fund would be run by the EDA and will focus its early work on technologies to protect troops in the field, ranging from detection of snipers in urban areas to new-generation body armour.

    It will have a 50 million euro (33.6 million pound) budget, with France, Germany and Poland the largest contributors. At least 13 other EU member states and Norway will contribute funds and the aim is to come up with results within three years.

    "The UK isn't participating in the project because there's a high degree of duplication of work already undertaken as part of our national programme," a defence ministry spokesman said.

    He said Britain spent 2.3 billion pounds on defence research and development in 2005, nearly half the 5.5 billion pound total across the EU.

    Britain sees the European Defence Agency acting as a "coordinator" rather than a central fund for defence spending.

    "That's our vision for the EDA. But we're happy for other countries to do this if they want," the spokesman said.

    Some critics, particularly British conservatives, say the EU research fund could harm defence ties with the United States and is a covert move by nations such as France to weaken NATO.

    Ministers will debate on Monday raising the EDA budget to 29 million euros (19.5 million pounds) in 2009, from 22 million (14.8 million pounds) in 2007. Defence Secretary Des Browne is expected to request more information on where the EDA's money is going, the envoys said.

    Ottimo.
    Avevo aperto tempo fa un thread in cui accennavo alle trattative per quest'accordo e ora per fortuna è andato in porto. Anche se il budget è minuscolo è comunque un buon inizio.

    E 'andato in porto anche un accordo per la gestione in comune di una forza di trasporto pesante tra alcuni paesi NATO, ho intravisto.
    Qualcuno ne sa qualcosa di piu'?

    Oggi si ha la conclusione.Ossia la Grab Bretagna ha VETATO l' aumento del budget da 22 a 29 milioni.Ma VAFF! La scusa britannica è che voleva più dettagli sull' uso dei soldi.La VERA ragione,è lo scontro sul ruolo (cioè la dipendenza dell' UE) della NATO.A dare man forte a GB,l' Olanda che ha sostenuto che lei ed altri paesi insistono che NATO è il primario provider di sicurezza (ossia facciamo il protettorato militare di NATO in eterno).E tutto questo teoricamente per 7 milioni di Euro.Ma per favore!


    UK under French fire over defence

    EUOBSERVER / BRUSSELS - The UK has come under fire from France for blocking a move to extend funding for an EU agency driving integration in European defence policy.

    At a defence ministers meeting in Brussels on Monday (14 November), London refused to give the green light to the European Defence Agency budget being raised from €22 million in 2007 to €29 million in 2009.



    Instead ministers, who had been due to approve the budget for the next three years, gave the go ahead for the 2007 budget only.

    The UK defended its move by saying the two-year old agency should give more information about how it intends to spend the money.

    But France, which in 1998 signed the far-reaching St Malo defence pact with the UK seen as the initial step towards a common defence policy, strongly criticised London's stance.

    "Haggling over €1 million for an agency which will be decisive in providing us with the resources and research means to prepare the future EU defence - that seemed to me a bit of a joke," said French defence minister Michele Alliot-Marie, according to French media.

    "I indicated that I didn't see the coherence between [prime minister Tony] Blair's statements recalling his commitment to EU defence policy and this very static position," she continued.

    London also refused to take part in a common defence research fund which would be run by the EDA and would look into developing new military technology.

    The pooling of money - 18 member states plus Norway are taking part - for this is seen as something of a landmark for national governments generally fiercely protective on defence and military issues.

    "If Europe is to maintain a defence technological and industrial base, we have got to harness the full capabilities of the enlarged Union," said EDA chief Nick Witney announcing the fund at a press conference on Monday.

    Defence ministers also signed off two of the highly mobile EU battle groups which are to be fully operational and ready to deploy to any trouble spots in the world by January.

    EU-NATO roles
    Meanwhile, the underlying tension between the EU and NATO over their roles in military and defence continued to simmer at the meeting.

    Dutch defence minister Henk Kamp complained that his French counterpart had given an introduction during the meeting about citizens expecting security provision from the EU but without hardly mentioning NATO.

    "She completely puts the accent on the EU. The Netherlands and other countries have tried to look at this also on the other side."

    He went on to say that he himself had reacted with a plea that NATO is the main security provider.
