In a speech in Moscow as the Europeans met, the Russian foreign minister, Sergei Lavrov, urged Europe to follow its "core interests," presumably awareness of its proximity to Russia and its dependence on Russian energy. "I believe the time has come for Europe to return to simple, nonpoliticized, nongeographic values," he said.
