Bishkek, 12 giu.

Kyrgyzstan’s interim government has asked Russia to send peacekeepers to the Central Asian republic. The Bishkek government has thus actually recognized its inability to cope on its own with the bloody interethnic riots that have swept Kyrgyzstan recently.

Yesterday the wave of violent unrest reached the capital city Bishkek. But the situation is the worst in Kyrgyzstan’s regional centre Osh, 600 kilometres south of Bishkek, where mass-scale riots, pogroms and arsons have been on for several days now. According to official reports, more than 60 people have died and some 800 have been wounded in the unrest.

The military and police are incapable of keeping the situation under control.

In the past 24 hours a crowd has been trying to capture the building of the Osh border-guard force, to seize their weapons.

The authorities are trying to quell the conflict, and are sending to Osh more Interior Ministry troops and ex-soldiers, as well as police units and Afghan War veterans in reinforcements.

President Dmitry Medvedev gave instructions to the Security Council Secretary of the CSTO member countries (Organization Treaty on Collective Security) to hold consultations on Monday to produce a response to the situation in Kyrgyzstan, the presidential press-secretary Natalia Timakova has reported.

"Dmitry Medvedev, as chairman of the Council of Collective Security Forces of the Member States, requested that the Monday consultations of the Security Council Secretaries of the CSTO member states formulate a collective response" RIA-Novosti quotes Timakova as having said.

Speaking about the possibility of deciding the direction the peacekeeping forces of the CSTO will take in Kyrgyzstan, the press secretary noted that this decision can be made only in accordance with the charter of the CSTO and after consultations with all members of the organization.

She also reported that the president has already held a series of consultations on the situation in Kyrgyzstan in order to develop a joint plan of action with Kazakh President Nursultan Nazarbayev and the Secretary of the Collective Security Treaty Organization, Nikolai Bordyuzha.

In turn, the press service of the CSTO reported that during the consultations on Monday it is expected that the situation in Kyrgystan will be discussed as well as the latest developments and the prospects for collective action that will lead to a resolution and to put an end to the ethnic clashes , restore law and order and ensure the security of the citizens.

In the southern capital of Kyrgyzstan, Osh, the second day of inter-ethnic clashes continues. The participants of the riots, the Kyrgyzians and Uzbeks, are burning cars, destroying shops, bazaars, and houses, and the streets are filled with groups of people engaged in rampant looting. The clashes have killed 60 people and currently those injured numbersover 800 but the figures continue to grow. The number of casualties may be much higher, because doctors are not able to leave the hospitals on calls because they fear for their lives.

Earlier the CSTO press office reported that Bordyuzha would consult with the Secretaries of CSTO Security Council and the heads of the interim government of Kyrgyzstan.

The CSTO is made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.

The southern Kyrgyz regions of Osh and Jalalabad are largely back to normal. People who took part in clashes are turning in guns, and arsonists appear to have beaten retreat. Only occasional fires can be observed.

The government says the leaders of the rival ethnic Kyrgyz and ethnic Uzbek communities have started talks. Reports say they blame the latest rioting on incitement by followers of the ousted President Kurmanbek Bakiyev. Many accuse him on mobilizing the local underworld for his cause.

The clashes lasted 4 days, leaving over a hundred people dead and about 15 hundred injured. More than 60 thousand people have fled their homes.
