The Russian Defense Ministry will wait for an answer from experts before it decides whether to buy foreign technology for the production of armor for light military vehicles, a senior military official said Tuesday.

"The decision on the purchase of light armor or its production technology [abroad] has not been made yet," Deputy Defense Minister for Arms Procurements Vladimir Popovkin said at the Eurosatory-2010 arms show in Paris.

"Our research centers have not given us an answer as to whether they are ready and capable of producing this type of armor. If they are, we will make our own armor, but if they are not, we will find ways to acquire Western technology for production in Russia," Popovkin said.

He added that Russian Armed Forces reform envisions the creation of light brigades equipped with wheeled armored vehicles, medium brigades with a mix of wheeled and tracked vehicles, and heavy brigades with tracked vehicles only.

Russian Defense Minister Anatoly Serdyukov has said that Russia may purchase light armor or technology for its production from Germany.

According to experts, Russia is 20-30 years behind the West in many areas of military technological progress and has recently moved to close the gap by purchasing production licenses abroad.

Serdyukov was quoted as saying in late May Russia planned to set up the production of Italian armored vehicles - Iveco manufactured Light Multi-role Vehicles (LMV).

He said an assembly line could be set up "in three to four months" with imported components, but that it would take several years for production to be fully localized, adding Russia had already bought at least two LMVs for "testing purposes."

A source at the KamAZ automaker confirmed talks were underway on LMV assembly under license at Naberezhnye Chelny, where the Russian plant is based.

In mid-March the Russian Defense Ministry dismissed media reports that it was planning to purchase up to 1,000 Iveco M65 LMVs.

Italian LMVs have been used in Iraq, Afghanistan and other NATO missions abroad, where their performance has been praised.

A Kremlin source said on Friday the sale of S-300 air defense systems fall under the new UN Security Council's sanctions against Tehran, but the Russian foreign minister said it was up to the president to make the final decision.

Resolution 1929, adopted on Wednesday, imposes a fourth round of sanctions on Iran over its nuclear program, and includes tougher financial controls and an expanded arms embargo.

"The S-300s fall under these sanctions," the source said, adding that these weapons cannot be supplied to Iran.

Foreign Minister Sergei Lavrov responded immediately to the statement saying the issue could be resolved only through a decree issued by Russian President Dmitry Medvedev.

"A decree will be prepared to determine which deliveries and which weapons do not fall under the resolution," Lavrov said, adding that "no one had been asked to interpret the provisions of the resolution," until the decree was complete.

Russia initially said the delivery of S-300 surface-to-air missile systems to Iran would not be affected by the new UN sanctions against Iran since they are not included in the UN Register of Conventional Arms.

However, experts from the Federal Service for Military-Technical Cooperation (FSMTC) announced on Friday that the S-300 system comes under the new set of UN sanctions.

"An analysis of the provisions of the UN Security Council Resolution 1929 adopted on June 9, 2010, conducted by the FSMTC experts, shows that the restrictive measures contained in the document apply to the delivery of S-300 air defense systems to Iran as well," the agency said in a statement.

Deputy Foreign Minister Sergei Ryabkov said Russia would adhere strictly to the provisions of the UN resolution.

Moscow signed a contract on supplying Iran with at least five S-300 systems in December 2005, but delivery of the advanced weaponry has so far been delayed.

The United States and Israel, which have not ruled out an attack on Iran over its nuclear program, have urged Russia not to deliver the missiles to Tehran.

The S-300 contract is worth some $800 million, while Russian officials estimate the forfeit penalty for the S-300 contract at $400 million.

MOSCOW (BNS): Russia will soon participate in a tender to provide Turkey S-300 and S-400 surface-to-air-missile systems, Rosoboronexport said on Wednesday.

According to a news report by the RIA Novosti, Russian arms exporter, Rosoboronexport will participate in a defence tender alongwith its Western counterparts for the supply SAM systems.

"Turkey has a demand for S-300 and S-400 missile systems and Russia has also expressed its wilingness to participate in the tender," the news report quoted Anatoly Isaikin, CEO of Rosoboronexport, as saying.

The S-300 is a series of Russian long range surface-to-air missile systems, all based on the initial S-300P version. The S-300 is regarded as one of the most potent anti-aircraft missile systems.

The S-400 is a new generation air defence system. It is an upgrade of the S-300 family. The S-400 is intended to intercept and destroy airborne targets at a distance of up to 400 km.
