At the Russian-Chinese missile defense briefing Yemelyanov spoke about the prospective intelligence capabilities of the US missile defense system, which, he said, could not only fix the start of Russian missiles, but also ensure the interception of their combat blocs. The representative of the military department was concerned that the US could replace in Europe missiles with cruise missiles. All this is not surprising. The US, like Russia and China, is consistently upgrading national missile defense systems, which are generally designed to contain a potential enemy, unless, of course, the elimination of its missile defense systems is followed by an attack.

Of special interest is the assessment by the Russian military of the US capabilities to destroy low-orbit satellites by ballistic missiles.

"The anti-satellite potential of the prospective Standard-3 missiles of the 2A version with increased flight speed, as well as GBI anti-missiles, is much higher. Under threat of destruction, almost all low-Earth orbiting spacecraft located in the zone of destruction of anti-missile complexes fall. Given the global nature of the actions of the ABM ships, the space activity of any state is under threat, "Yemelyanov said.

He recalled the tests of a decade ago when the US, with the help of one of the early modifications of Standard-3, brought down its own satellite in near-earth orbit at an altitude of 250 kilometers.

The military representative is worried about the development of hypersonic weapons in the US - military warplanes, drones and missiles capable of moving at a speed of more than five Mach numbers (more than six thousand kilometers per hour) on a significant section of the trajectory, and therefore extremely difficult to eliminate by modern air defense and missile defense systems.

The development of new weapons is considered as an element of the American "third compensation strategy", which provides for the application of the latest technologies and management techniques to achieve superiority over the enemy.

If the first two "compensation strategies" were implemented in the opposition of the USSR, then the third is directed primarily against China. The development of hypersonic weapons is largely realized within the framework of the PGS (Prompt Global Strike) initiative, the main goal of which is a guaranteed strike on any point of the planet within no more than an hour. It is proposed to create a hypersonic rocket or use a kinetic weapon (launched from a near-Earth orbit projectile), as well as the deployment throughout the planet of missile launch systems, for example, from submarines or aircraft carriers.

Although there is no clear plan for the implementation of PGS in the United States, it is possible that the main stages of the program will become reality.

Currently, according to Colonel Victor Murahovsky, the editor-in-chief of the journal Arsenal of the Fatherland, the PGS concept includes the Northrop Grumman X-47B (moving at subsonic speeds) and Boeing X-37 (orbital mini-shuttle, o he wrote "Lenta.ru"), as well as the possibility of combining missile defense systems with impact systems. An important element of the system of rapid global impact is low-orbit reconnaissance satellites, which issue target designations to percussion weapons and act as targets for the missile defense system.

Elements of PGS are already deployed in certain regions of the planet, geographically close to Russia and China. The Russian S-400 system and the C-300V4 caterpillar system are capable of partially cope with US hypersonic weapons, but they have high-altitude and speed limits. Murakhovsky believes that the S-500 will be able to fully counter American hypersonic weapons. Major military conflicts of the future certainly will not do without hypersonic weapons and space reconnaissance. The corresponding funds are allocated to military science in the first place. In such a situation, the reduction of the military budget, planned in 2018, would have seemed reasonable, but in modern Russia the military is more important than teachers, doctors and scientists.

The latest version of the country's budget for 2018 provides for an increase in the share of military spending by 179.6 billion rubles, as a result of which the military budget will reach 3.05 trillion rubles. The growth of funding is largely attributable to closed items, in open, on the contrary, there was a slight decrease (by 2.2 billion rubles). For comparison, spending on all other areas, including social policy, education and health, is proposed to be reduced by a total of 54 billion rubles. Thus, in 2018, the share of military expenditures may reach 3.3 percent of the country's GDP.
