    Apro questo thread perché mi sembra interessante poter raccogliere un flusso di interessanti notizie riguardanti i paesi europei. Purtroppo non è facile trovare notizie in italiano per via di una miope visione dell'informazione che da sempre caratterizza il nostro paese. Quindi abbiate pazienza se le notizie saranno quasi totalmente in inglese. Come sempre, se avete problemi di traduzione basta chiedere, non ci sono problemi a riguardo.
    Chiedo solo, cortesemente, di evitare di trasformare questo thread in un cimitero di post riguardanti cronache, non è infatti la versione europea di "cronaca italiana". Quindi cercare il più possibile di postare notizie cum grano salis.

    BUCHAREST (Reuters) - Magistrates protested outside courthouses across Romania on Friday and many prosecutors will stop work next week, in an unprecedented protest against changes in judicial legislation that have raised alarm bells over the rule of law.

    Romania’s government used an emergency decree to alter the legislation on Tuesday, mostly stripping prosecutors of more of their powers. It was the latest in a series of changes the ruling Social Democrats have made in the past two years that have triggered massive street protests.
    The European Commission, U.S. State Department and thousands of Romanian magistrates have said the changes threaten the independence of the judiciary and the rule of law.

    “Sudden changes made to judicial laws through an emergency decree, without consulting the Superior Magistrates Council and the body of magistrates, have a major impact on the ability of the overall prosecuting body to fulfil its constitutional duties,” Bucharest prosecutors said in a statement.

    The February decree, put forward by Justice Minister Tudorel Toader, changes the appointment process of chief prosecutors and removes most oversight of a prosecuting unit that investigates magistrates, something critics say was created to intimidate.

    Judges and prosecutors were gathering outside courthouses across the country on Friday in silent protest, holding banners that read “Independence,” “Rule of law,” “An independent judiciary has independent prosecutors” and “Mister minister, enough.”

    Prosecutors in cities from capital Bucharest to the small eastern Romanian city of Suceava will not work cases except emergencies from Monday for three to seven days. Many judges will also follow suit.
    Prosecutors’ and judges’ associations were meeting to decide on further forms of protest.
    Romania is regularly ranked one of the European Union’s most corrupt states, and Brussels has kept its justice system under special monitoring since it joined the bloc in 2007.
    The country’s anti-corruption prosecuting agency, DNA, has convicted thousands of public officials, including ministers and lawmakers, across party lines for high-level graft.

    Their efforts have won praise from Brussels, diplomats and foreign investors, but disdain from most local politicians.
    The Social Democrats say the changes are intended to curb abuses committed by magistrates. The party has so far ignored European Commission recommendations to reconsider the changes.

    Germany keeps EU commission in dark on Dieselgate

    The European Commission is not getting information from Germany it needs to assess if it can stop a legal procedure related to Dieselgate, a commission source said Wednesday. In December 2016, the commission opened a so-called infringement procedure against Germany for not punishing Volkswagen for its emissions cheating. A German prosecutor has since fined Volkswagen €1bn, but is leaving the commission in the dark about case details.

    La questione è delicata e la Romania sta palesemente ignorando la Corte UE in materia. Eppure sa benissimo che la giurisdizione è quella.

    So far, party chieftains, including the EPP president, Joseph Daul, have protected Orbán, mindful that the 12 seats Fidesz holds in the European Parliament are important for the EPP's majority and its future election prospects. The EPP also fears Fidesz joining forces with Euroskeptics if it is kicked out of its current home.

    "Parts of the speech on the State of the Nation and the poster campaign against Jean-Claude Juncker cause great incomprehension and anger in the EPP," Manfred Weber, the party's candidate for Commission president and leader of the group in the European Parliament, told the German newspaper Süddeutsche Zeitung on Thursday.

    "I find some of the wording unacceptable. One cannot belong to the EPP and campaign against the current EPP Commission president," Weber said. "That is not acceptable. I expect the CDU [the German Christian Democrats] and CSU [Christian Social Union] to look into this as well. Viktor Orbán must realize that he is currently moving ever further away from the EPP."

    Weber has been an ally of Orbán in the past, though in the fall Weber voted in favor of a Parliament resolution to open disciplinary proceedings against Hungary for allegedly breaching core EU values. In initiating the so-called Article 7 proceedings, the Parliament cited concerns about judicial independence, corruption, freedom of expression, academic freedom, the rights of minorities and migrants, and other issues.

    Orbán, however, has remained defiant in the face of criticism from Brussels, insisting that he is a defender of "illiberal democracy" and "Christian Europe," and that Hungary will not tolerate being dictated to by Western Europe."

    The Hungarian prime minister's continued combative rhetoric has presented a growing problem for Weber and the EPP ahead of the European Parliament election. Commission First Vice President Frans Timmermans, who is the center-left Party of European Socialists' candidate for Commission president, has used Orbán to warn that a vote for the EPP and Weber could lead to a governing coalition in the European Parliament that includes far-right forces.

    German Chancellor Angela Merkel, who is the most prominent national EPP leader, weighed in on Thursday in defense of the Commission president. "Jean-Claude Juncker has my full solidarity," she said.

    EPP insiders on Thursday said they anticipate a more forceful statement — potentially including a demand for the ouster of Fidesz — by Merkel and Annegret Kramp-Karrenbauer, who succeeded Merkel as leader of the CDU, the governing EPP party in Germany.

    Several EPP officials said the group has not yet made any decision to expel Fidesz, but said the issue would be discussed at an EPP group meeting next week. Still, an official from the EPP group said: “We have now placed the missile on the launchpad.”

    The question of expelling Fidesz has largely been in the hands of Daul, the EPP president who is close to Orbán and previously has sought to rein in the combustible Hungarian.     Daul has long said there was never sufficient backing among EPP member parties to expel Fidesz. According to EPP rules, the suspension or exclusion of a member can be made with a vote by “seven ordinary or associated member parties from five different countries.”

    In Brussels on Thursday, Gabriele Bischoff, the president of the Workers' Group in the European Economic and Social Committee (EESC), publicly voiced support for Juncker who participated in a panel discussion at the committee's plenary session.

    "I just wanted to assure you we are all appalled about these kinds of messages of spreading hate and that we all together stand here in solidarity and support and we will do the utmost to make sure that this is not possible anymore in any country in Europe," Bischoff said.

    In 2015, Juncker famously greeted Orbán by declaring "Hello, dictator" and slapping him on the cheek. But on Tuesday Juncker called for Orbán to be kicked out of the EPP and on Thursday, in response to Bischoff's support, referred to Orbán as his "friend" but said there is no place for hate.
    "I will convey the message to my good friend Viktor Orbán," Juncker said, drawing laughs from the audience. "Yeah," Juncker pushed back on the giggles, "he is a good friend."

    The moderator of the panel, Shada Islam of Friends of Europe, interjected sarcastically, "You keep good company, sir."

    "Yeah," Juncker replied, "but I am totally unable to hate someone and I am very much surprised if I am seeing these posters now spread around in Hungary full of hatred. But I am not giving in. I am not like that. I want to be exactly the opposite of that. In Europe there is no progress if nations are fighting against each another. There is no progress if there is hatred in the world. We had this in Europe. Enough is enough."

    Orbán and his allies, however, show no sign of retreat.

    The Commission and EPP “should be capable of self-criticism," Orbán's chief of staff, Gergely Gulyás, told reporters, pointing to Brexit and the migration crisis as failures of the Juncker Commission.
    “We have always been loyal to the European People’s Party,” he said, emphasizing that Orbán did not initially support Juncker’s appointment as Commission president and that Juncker has tried to get Fidesz kicked out of the EPP.

    The Hungarian government intends to continue its broadside against Juncker, Soros and Brussels. While there are already anti-Juncker posters and videos, Gulyás announced that the government will send a letter to each Hungarian citizen explaining its campaign.

    One EPP politician said it appears Orbán is trying to bait the EPP into expelling his party.

    “It seems to me that Orbán is really trying hard to provoke EPP to actually get rid of them,” the politician said. “Orbán just doesn’t want to call it quits himself because he needs the ‘final chapter’ to be played publicly so that he can tell his disciples around Europe that ‘see, EPP is actually a force that wants to destroy Europe — they wanted to get rid of us, the saviors of Christian Europe.’”

    Some rank-and-file EPP members in the European Parliament expressed outrage at Orbán and deep exasperation.

    "The recent actions of Mr. Orbán and his government are crossing new red lines, beyond the ones already crossed," Swedish MEP Gunnar Hökmark wrote in a letter to Weber. "With an anti-Semitic tone, he is attacking Brussels, the president of the European Commission, our EPP colleague Jean-Claude Juncker and the EU as a whole by portraying them as enemies of the Hungarian people. He neglects that all decisions taken by the EU are part of a process where Hungarian MEPs and the Hungarian government are included. It is populism of the worst kind."

    "I propose that we, as a matter of urgency, address the question of Mr. Orbán and Fidesz at the next group meeting and at an extra meeting with the Bureau of the group already next week," Hökmark added.

    Macron's popularity gains as 'yellow vest' support wanes: poll

    PARIS (Reuters) - French President Emmanuel Macron’s popularity has recovered to levels not seen since “yellow vest” protests broke out in mid-November as support for movement wanes, a poll showed on Monday.
    The share of people who consider Macron a good president rose to 32 percent this month, where his popularity was when the protests first started, the Odoxa poll showed.His popularity has crept higher since hitting 27 percent - the lowest point so far in his presidency - in December as protesters rampaged through central Paris and other cities smashing windows and burning cars.

    Macron has faced the biggest challenge to his authority from the protests, which started over the high cost of living but spread into a broader movement against the 41-year-old former investment banker and his pro-business reform drive.
    The poll showed that 55 percent of those surveyed thought the protests should stop, the first time a clear majority was in favor of a halt since they began.

    The weekly demonstrations by protesters, named for the high visibility jackets French motorists are required to carry in their cars, have generally become smaller and less violent since a peak in December when the French capital saw some of the worst rioting, vandalism and looting in decades.

    However, numbers picked up slightly on Saturday with the Interior Ministry estimating that 46,600 people turned out nationwide for a 15th consecutive weekend of protests.


    Cubans vote in constitutional referendum
    Macron’s popularity has recovered as his government promised a firmer response to protester violence and he launched a series of debates across the country aimed at reconnecting with voters, particularly in rural areas.
    He received a mostly warm welcome on Saturday at an annual farm show in Paris, taking selfies with the public and chatting with farmers as he strolled for hours among the crowd and animals.
    That was a stark contrast to the previous year, when he was booed during his first visit as president to the farm show, an unmissable event for French politicians.
    The Odoxa poll was conducted on the internet on Feb. 20-21 among 1,000 people for France Inter radio, Presse Regionale newspapers and L’Express magazine.

    New state aid rules: Commission increases national support to farmers up to €25,000

    Brussels, 22 February 2019

    The ceiling for national support to farmers will rise significantly, allowing greater flexibility and efficiency, notably in times of crisis and situations demanding a swift response by the public authorities.

    Today the Commission has adopted revised rules on state aid in the agriculture sector (the so-called de minimis aid), increasing the maximum amount that national authorities can use to support farmers without the need for prior approval from the Commission. This decision will allow EU countries to increase support for farmers without distorting the market, while reducing the administrative burden for national authorities.

    Agriculture and rural development Commissioner Phil Hogan said: "The Commission's proposal for new state aid rules for the agricultural sector reflects the value of this form of support in times of crisis. By increasing the maximum aid amount to farmers, national authorities will have more flexibility and be able to react more quickly and more effectively to support vulnerable farmers. In some cases, the amount of State aid that can be provided to individual farmers will be increased by 66%. These new rules will continue to accompany the normal rules for notified State aid, which Member States may continue to apply."

    The maximum aid amount that can be distributed per farm over three years will rise from €15,000 to €20,000. In order to avoid any potential distortion of competition, each EU country has a maximum national amount which they cannot exceed. Each national ceiling will be set at 1.25% of the country's annual agricultural output over the same three-year period (up from 1% in the current rules). This is an increase in the national ceiling of 25%.

    If a country does not spend more than 50% of its total national aid envelope on one particular agricultural sector, it may increase even further the de minimis aid per farm to €25,000, and the national maximum to 1.5% of the annual output. This represents a 66% increase in the ceiling per farmer and a 50% increase in the national ceiling.

    For countries that do opt for that highest ceiling, the new rules require the creation of mandatory central registers at national level. This will allow keeping track of the aids granted in order to simplify and improve the delivery and monitoring of the so-called de minimis aid. Several Member States already maintain such registers, which will allow them to apply the higher ceilings immediately.

    BRATISLAVA (Reuters) - The leading opposition contender in Slovakia’s presidential election quit the race on Tuesday in a move to consolidate voter bases and better challenge the ruling Smer party candidate.
    The two-round vote in March will test the three-party governing coalition a year after the murder of investigative reporter Jan Kuciak and his fiancee ignited the biggest protests in the central European country’s post-communist history.

    The killings, over which four people have been charged though the motive remains unclear, sparked an outcry over perceived state corruption and impunity, and long-time prime minister Robert Fico resigned to keep his government intact.
    They also dented his Smer party’s standing atop opinion polls, and concerns for the rule of law and state of democracy are expected to be central themes in the election campaign from which the opposition hopes to benefit.

    Scientist and entrepreneur Robert Mistrik had been the main challenger to Smer candidate Maros Sefcovic, a career diplomat and currently the European Commission vice president who holds a narrow lead in the polls.

    But Mistrik bowed out of the race on Tuesday and endorsed environmental lawyer Zuzana Caputova, who is backed by a number of opposition progressive and liberal parties as well as outgoing president Andrej Kiska.
    “I express loud and clear support for Ms Caputova. Data to be released this week show clear momentum for her,” Mistrik told a news conference. Referring to Sefcovic, he said he was urging voters “not to let the pawn of Robert Fico become president”.

    Both Sefcovic, 52, and Caputova, 45, pledge to reaffirm Slovakia’s status as a member of the European Union and euro zone, making the country unlikely to join the rising tide of euroscepticism around the bloc.
    Slovakia’s president wields little day-to-day power but must approve the formation of new governments and appoints judges to the constitutional court.
    The latest AKO opinion poll last week put Sefcovic at 19.7 percent, Mistrik at 18.2 percent and Caputova at 17.4 percent.

    The next parliamentary election is due in 2020.

    Europe unveils design of reusable rocket that looks a lot like a Falcon 9

    Late last week, the European rocket maker Ariane Group and the French space agency CNES announced the creation of an "acceleration platform" to speed development of future launch vehicles. The initiative, called ArianeWorks, would be a place where "teams work together in a highly flexible environment, open to new players and internationally."

    "In this era of NewSpace and in the context of fierce competition, ArianeWorks will accelerate innovation at grassroots level, in favor of mid-tier firms and start-ups, with commitment to reducing costs a major priority," a news release sent to Ars states.

    As part of the announcement, the organizations released a promotional video for the group's first step—a so-called Themis demonstrator. The goal of this project is to build a multiple-engine first-stage rocket that launches vertically and lands near the launch site. The rocket will be powered by Europe's Prometheus engine, a reusable liquid oxygen and methane engine that may cost as little as $1 million to build.

    The new video is striking because of how similar the Themis demonstrator of "breakthrough technologies" looks to SpaceX's Falcon 9 rocket. Even the engines, with a thrust of 100 tons each, are similar to the output of the Merlin 1D that powers the Falcon 9 rocket. (One difference is that the Merlin 1D engine uses kerosene fuel instead of methane).

    The promotional video shows a rocket taking off and then jumps to a landing, complete with four landing legs. A new rocket then takes off as another one lands—similar to concepts SpaceX has discussed for its next generation-rocket and Starship.
