La prova che la maggior parte degli elettori del Partito democratico vive in una bolla ad alto costo al metro quadro e non afferra il problema dell’immigrazione, che altrove i socialisti hanno invece capito bene, è in uno studio di 27 pagine pubblicato pochi giorni fa dalla Fondation pour l’innovation politique.Questo prestigioso pensatoio francese, liberale ed europeista, ha sondato le idee degli elettori di ventiquattro partiti, di ogni orientamento, in Francia, Germania, Regno Unito e Italia. Inclusi il Partito comunista e il Partito socialista francese, Die Linke, Spd e Verdi in Germania, i Laburisti nel Regno Unito e i nostrani Pd, M5S e Italia viva. Il meglio e il peggio della sinistra, insomma.

Alla domanda «Cosa deve fare il vostro Paese riguardo all'immigrazione?», in ventitré casi la maggioranza degli interpellati ha risposto che esso deve «Fare di più per chiudere i confini». Vale per gli elettori di tutte le sigle di destra, di centro e progressiste. Tranne una. Questa anomalia europea sono gli elettori del Pd, unico gruppo nel quale la risposta prevalente è: «Il mio Paese deve fare di più per aprire i propri confini». Tra loro, quelli convinti che in Italia debbano entrare più immigrati sono 46 su 100; il 25% dice che le cose vanno bene così e solo il 29% auspica che si serrino meglio le frontiere.

L'opinione generale degli italiani è opposta, ovviamente: il 54% chiede al governo un controllo più stretto dei confini e nelle quattro democrazie, complessivamente, a pensarla così è il 56% dei cittadini. In media, sempre nei quattro Paesi, 6 cittadini su 10 condividono l'asserzione per cui «ci sono troppi immigrati nel nostro Paese». Non è l'unico dato interessante. Argomento dello studio, come riassume il titolo, è «La conversione degli europei ai valori di destra». Secondo la fondazione parigina, infatti, stiamo assistendo ad «un cambiamento storico nel continente europeo». Anche perché si parla di valori, non di partiti politici, e ciò rende il fenomeno più profondo, perché va oltre la simpatia che si può provare per un leader sulla cresta dell'onda o la tentazione di esprimere un voto di protesta.

Quali sono questi valori? Oltre alla difesa dell'identità nazionale, da cui deriva l'atteggiamento nei confronti dell'immigrazione, ci sono la libertà d'impresa, l'individualismo, il rifiuto dell'assistenzialismo. La maggioranza (54%) dei cittadini dei quattro Paesi è convinta che, dinanzi alle difficoltà economiche, lo Stato «dovrebbe dare fiducia alle imprese e concedere loro maggiore libertà». C'è molta fiducia nel capitalismo privato, sebbene in misura inversamente proporzionale alla dimensione delle aziende. La fiducia nelle piccole e medie imprese è molto alta (74%), tanto che queste si collocano tra le istituzioni ritenute più affidabili; viceversa, la fiducia verso le grandi imprese, pubbliche (45%) o private (44%), resta minoritaria.

L'ecolo gismoapocalittico e la decrescita economica, che tanti predicatori trovano nei media e sul web, non sembrano attecchire nelle teste degli europei. Secondo il 76% dei cittadini delle quattro democrazie esaminate, si può benissimo «continuare a sviluppare la nostra economia preservando l'ambiente per le generazioni future». Gli italiani (84%) sono la popolazione in cui questa convinzione è più diffusa. C'è fiducia nelle capacità del singolo, tanto che «l'individuali. smo, sia a destra che a sinistra, è elevato al rango di norma sociale». L’80% degli intervistati è convinto che «le persone possono cambiare la società attraverso le loro scelte e azioni» e più dellametà (55%) ritiene che «i disoccupati potrebbero trovare lavoro se davvero lo volessero». Di conseguenza, non sono apprezzati gli interventi assistenziali in favore di chi non fa nulla: il 71% condivide il giudizio per cui «molte persone riescono a ricevere prestazioni sociali alle quali non hanno contribuito».

Tirandole somme, non stupisce che oggi, in tutti i Paesi esaminati, la maggioranza si autoposizioni a destra. In Italia più che altrove, visto che il 44% dei nostri connazionali si definisce di destra e solo il 31% di sinistra. Si colloca a destra pure il 40% degli inglesi (contro un 25% di sinistra), il 38% dei francesi (24% di sinistra) e il 36% dei tedeschi (26% di sinistra). Smentito, infine, il mito secondo cui gli anziani pendono a destra mentre i giovani sono più inclini alle idee progressiste. I dati raccolti dallo studio dicono che, nei quattro Paesi, anche le nuove generazioni tendono a definirsi più di destra che di sinistra. In una scala che va da 0 (estrema sinistra)a 10 (estrema destra), il 41% dei giovani tra i 18 e i 24 anni e una identica percentuale di chi ha tra i 25 e i 34 anni si è collocato tra 6 e 10: «Un livello paragonabile a quello della fascia d’età degli ultra65enni (40%), ma superiore di 5 punti a quello della fascia d’età compresa tra i 50 e i 64 anni (36%)».

Il succo del discorso è che oggi, in Italia e in Europa, i partiti di sinistra risultano messi male, perché spinti da credenze disallineate rispetto a quelle della collettività, e domani potrebbero ritrovarsi peggio. A meno che – s’intende – quegli stessi partiti non cambino e facciano propri alcuni valori della tradizione conservatrice e liberista. Non sarebbe così strano, è ciò che fece il leader laburista Tony Blair nell’Inghilterra riplasmata da Margaret Thatcher, e che provò a fare Matteo Renzi quando era segretario del Pd. Intenzione che oggi, però, non sembra appartenere né a Enrico Letta né ai suoi colleghi di partito, a giudicare dalle loro uscite ultraortodosse in materia di immigrazione, economia e tutto il resto.

Over the same period, the proportion of citizens describing themselves as left-wing has remained stable (25% in 2017 and 24% in 2021), despite a slight drop in 2020 (22%).

5. The view on immigration is dominated by a negative judgement. On average, six out of ten citizens (60%) agree with the statement that “there are too many immigrants in our country” (compared to 36% who disagree and 4% who did not respond).

6. More than half of respondents (56%) feel that their country should do more to close itself off from migration, less than a quarter (23%) call for opening their country up more and 21% advocate for maintaining the status quo. The French (63%) appear to be the most averse to opening up, ahead of the Germans (54%), the Italians (54%) and the British (53%).

7. Out of the four democracies studied here, supporters of left-wing parties are more likely to be “pro-closure” than “pro-opening up” the country in terms of migration, or in favour of keeping the status quo – with the exception of supporters of the Italian Democratic Party (Partito Democratico).

8. In France, 62% of citizens believe that Islam is a threat to the nation.

9. In France, the fear of Islam is widespread among those who place themselves in the right- wing bloc (81%). The question appears to be very divisive to those in the left-wing bloc: almost half of left-wing supporters (45%) agree with the item “Islam poses a threat to the nation”, while the other half (52%) disagree and 3% of respondents did not answer.

A majority of respondents (54%) deemed that “in order to contend with economic difficulties”, “the State should place its trust in companies and give them more freedom”. 41% of those surveyed were in favour of the item “that the State control and regulate businesses more closely” (5% responded that they did not know).

11. Trust in companies is inversely proportional to their size. Trust in small and medium-sized enterprises (SMEs) is very high (74%) and they even rank among the institutions that invoke the greatest trust, while trust in large companies, whether public (45%) or private (44%), remains a minority phenomenon.

12. The impact of the media-borne discourse around punitive environmentalism and degrowth is spreading only to a limited extent in public opinion. According to 76% of respondents, “we can continue to develop our economy while preserving the environment for future generations”. The Italians are the most numerous (84%) to believe that growth and environmental protection are compatible. They are followed by the Germans (74%), the British (74%) and the French (72%).

13. A majority of supporters of the various parties in the four democracies replied that “we can continue to develop our economy while preserving the environment for future generations”. This is particularly true of supporters of the Socialist Party (73%), Europe Écologie-Les Verts (67%) and the PCF/FI (67%) in France; the Grünen (80%) and SPD (73%) in Germany; the Labour Party (73%) and the Green Party of England and Wales (69%) in the UK; and the Partito Democratico (88%) in Italy.

14. Our data show that individualism, on both the right and the left, is elevated to the rank of a social norm. A large majority of respondents believe that “people can change society through their choices and actions” (80%), that “people in their country have the opportunity to choose their own path in life” (69%), and, to a lesser extent, that they should have “complete freedom and control over their own future” (63%).

15. Almost three-quarters of all citizens (71%) believe that “many people manage to receive social benefits to which they did not contribute”. This is 46 points higher than the proportion of respondents who disagreed with this item (25%). A country-by-country analysis shows that France, where 57% of households do not pay income tax, is the country where the most citizens (73%) agree that many people are paid social benefits to which they have not contributed. They are followed by the British (72%), the Italians (72%) and the Germans (68%).

16. More than half of respondents (55%) believe that “unemployed people could find work if they really wanted to” (compared to 42% who “disagree” with this statement). In one year’s time, the proportion of people who believe that the unemployed take advantage of the system remained stable in France (from 50% in February 2020 to 51% in February 2021) and in Germany (from 61% to 60%), while it fell by 22 points in the UK (from 78% to 56%).

17. The respondents emphasise the notion of individual effort. More than two-thirds (68%) believe that “with effort, anyone can succeed”. A significant majority of respondents on the left end (58%) of the political spectrum agree with this view, although even more do so on the right end (71%). It can be noted that the differences between States are significant: 74% of the British, 69% of the Germans, 68% of the French and 55% of the Italians.
