    French rugby is to limit the number of overseas players plying their trade domestically in their top-flight clubs.

    Clubs will be set a minimum number of home-grown players and will be allowed to have no more than 30% of their squad from overseas by the 2011/12 season.

    Three London Wasps players, James Haskell, Tom Palmer and Riki Flutey, will all move to France next season.

    Newcastle Falcons outside-half Jonny Wilkinson has also been linked with a move to France.

    "The rule will start to be applied progressively, with 50% of home-grown players in 2010/11 and 70% as of the 2011/12 season," said the French rugby league (LNR).

    The LNR added that there would be a salary cap introduced at French rugby's top-flight clubs by the 2010/11 season to limit financial risks.
    English rugby clubs already have a salary cap of £3.6m.

    The Rugby Football Union (RFU), the governing body, has previously voiced concerns at losing English players to clubs abroad.

    The RFU, and Premier Rugby Limited, the organisation which represents the 12 Premiership clubs, have signed an agreement which allows England players to be released for international matches during the season.

    But clubs outside the agreement do not need to adhere to the regulations.

    Frank Hadden has stepped down as head coach of the Scotland national rugby side with immediate effect.

    Former Edinburgh coach Hadden was given the Scotland job in September 2005 and enjoyed success in his first Six Nations, with three victories.

    However, the 2007 and 2008 campaigns were disappointing, yielding just one victory from five outings each time.

    And he failed to meet the SRU's minimum target of two Six Nations victories per season in last season's campaign.

    SRU chief executive Gordon McKie said: "It was agreed that a change in head coach is required to allow us to plan for the Rugby 2011 World Cup.

    "On behalf of the board, I have thanked Frank for his hard work and commitment during his term as national coach."

    Scottish Rugby will begin the recruitment process for a new head coach with immediate effect.

    Hadden's departure will come as no surprise to followers of Scottish rugby, although his position was under threat after another poor Six Nations tournament.

    Scotland have finished in the bottom two of the Six Nations five times in the last six years, which is the same record as Italy.

    Their 26-12 Calcutta Cup defeat by England in the final game of this season's competition was Scotland's 12th in their last 16 matches.

    After the defeat by England, Hadden claimed his squad were capable of winning the Six Nations if he had the the preparation time as ngland, Ireland and Wales.

    "I honestly believe that we can win the championship with this squad," said Hadden.

    "We have a squad of players that is capable of being very competitive at the very highest level but I am frustrated we don't get the preparation time we want.

    "I still believe we have a squad capable of doing something, with the proper preparation and the time to develop.

    "The fact that the other teams have the control over the players they do makes life much easier for them.

    "The two teams with the poorest preparation are at the wrong end of the championship. That's a fact.

    "There's absolutely no doubt. England have had eight weeks' continuous preparation, whereas our guys have been going back and forward."

    L'AQUILA - Dario Pallotta era anche infortunato. E per questo non era andato con la squadra dell’Aquila rugby per la trasferta in Sardegna. Era nella sua casa di piazza san Domenico, centro storico della città. E quando è sceso giù dopo la scossa ha sentito dei lamenti dalla casa di fronte. Tre anziane signore, due con la sedia a rotelle, una anche con la bombola di ossigeno, che non riuscivano a scendere. «Me le sono caricate una alla volta. Non la smettevano di ringraziarmi». Poi l’hanno raggiunto tre compagni di squadra, Stefano Varrella, Carlo Cerasoli e Lorenzo Bottini. E tutti insieme sono andati all’ospedale. Si sono caricati a spalla i venti malati di ortopedia, padiglione che andava sgomberato perché pericolante. Eroi e anche vittime, questi giganti buoni. Lorenzo Sebastiani, un altro giocatore della squadra, è morto sotto le macerie. «Altrimenti ci avrebbe aiutato anche lui»

    Le sifflet de la discorde
    L'arbitrage est actuellement au centre de toutes les polémiques après le quart de finale de Coupe d'Europe entre Toulouse et Cardiff. Les clubs français sont-ils lésés dans la compétition ?

    "L'arbitre n'a pas été honnête", clame Guy Novès dans Midi Olympique. Il est vrai que les décisions de Chris White à Cardiff n'ont pas avantagé les Toulousains. Durant la semaine précédant la rencontre, Thierry Dusautoir avait prévenu que Martyn Williams, le troisième ligne international des Blues, était un "pénible" sur les phases de ruck. Et ce dernier n'a pas failli à sa réputation. Constamment à la limite (?) du hors-jeu, il a littéralement pourri chacune des sorties de balles toulousaines. Et l'arbitre n'a rien trouvé à redire. A l'inverse, l'Anglais a sanctionné les champions de France chaque fois qu'ils tombaient dans le camp adverse. "J'accepte les pénalités sifflées contre nous. Mais je les accepte plus si, dans les mêmes conditions, il ne siffle pas contre Cardiff", ajoute Novès.

    Le manager toulousain avait pourtant pointé du doigt l'arbitrage de M. White quelques jours avant la rencontre : "La dernière fois qu'il nous a arbitrés contre des Gallois à Toulouse (face à Llanelli en 2006/2007, ndlr), nous avions perdu et nous avions appris, une semaine plus tard, qu'il était marié avec une Galloise qui vivait à Cardiff", nous avait-il confié. Une sorte d'avertissement directement adressé à l'intéressé qui n'a visiblement pas porté ses fruits. Guy Novès en a d'ailleurs remis une couche dans Midi Olympique après le quart de finale : "Je suis écoeuré par les décisions de Chris White. Je suis certain qu'il ne divorcera pas ce soir (samedi, ndlr) avec son épouse galloise... Elle sera même très heureuse de le retrouver".

    L'arbitrage en H Cup : éternel débat

    Et comme si la prestation de l'arbitre central ne suffisait pas pour accabler les vice-champions d'Europe, ils ont aussi dû se plier à une décision litigieuse de l'arbitre vidéo. A la 20e minute, ce dernier refusait un essai à Dusautoir, pour un en-avant pas évident du tout, qui aurait récompensé la forte domination toulousaine. Certes, tous ces choix controversés n'expliquent pas, à eux seuls, la défaite des Hauts-Garonnais mais à l'arrivée, il est indéniable qu'ils pèsent lourd dans la balance. Et la polémique sur l'arbitre de ce match en rappelle d'autres pour les clubs français en Coupe d'Europe cette saison. Perpignan, Biarritz ou Clermont ont déjà souffert de décisions contestables dans la compétition. Pur hasard ?

    "Les équipes galloises ou écossaises sont en progression ; ceci, combiné à un arbitrage douteux, peut expliquer que les Français ont perdu leur avance. Je me demande d'ailleurs comment le président de l'ERC, un français (Jean-Pierre Lux, ndlr), peut rester muet. Cette saison, aucune équipe française n'a été épargnée ", explique Patrice Lagisquet, l'ancien entraîneur biarrot. Y aurait-il un arbitrage à deux vitesses dont les clubs hexagonaux sont les victimes ? De là à l'affirmer, il n'y a qu'un pas que certains ont décidé d'effectuer. Loin de tout chauvinisme, les responsables de l'arbitrage français ont, quant à eux, apporté leur soutien à M. White. "Le débat est vieux comme le rugby. […] En période de Top 14, les entraîneurs critiquent leurs arbitres et louent l'arbitrage, soi-disant plus fluide, de la H Cup. Puis, lorsque la Coupe d'Europe reprend ses droits, les critiques touchent les directeurs de jeu britanniques... Alors, où est la vérité ? ", se demande Didier Mené, le futur président de la commission centrale des arbitres. En effet, il serait urgent de répondre à cette question...

    Sky Sports apologised today after airing a race-related remark about the black England rugby union player Delon Armitage.

    The former England coach Dick Best made the comment about Armitage while he was being interviewed at Heathrow airport by Sky Sports News ahead of today's squad announcement for the British Lions rugby union tour of South Africa this summer.
    After his choices for the Lions' first XV were published onscreen, which included full-back Armitage out of position on the wing, Best was asked why he had selected the England player over Ireland winger Tommy Bowe.
    "You've always got to have a coloured boy in the team," Best remarked.
    The camera then cut back to the studio.
    Sky Sports News presenter Millie Clode later apologised: "[Best] made remarks that he thought were off-camera. We would like to apologise for any offence this may have caused."

    The Sanzar alliance is on the verge of collapse, with South African officials finally confirming publicly that they are looking for their premier sides to enter northern hemisphere competitions.
    The admission, from SA Rugby's acting managing director Andy Marinos, comes two days after Australian Rugby Union boss John O'Neill fired more verbal broadsides at the South Africans.
    It follows ongoing failure among Sanzar's three member parties to come up with a unified front for the future of the Super Rugby arena.

    While the New Zealand Rugby Union and ARU appear to have agreed on a way forward with the creation of a Super 15, SA Rugby continues to threaten to use its right of veto unless the changes are made on its terms.
    It is an attitude which has seen top-brass from both the NZRU and ARU confirm that they are now looking to go it alone.
    And Marinos said SA Rugby was now almost at that stage.
    He said that he had: "made it very clear to Australia and New Zealand in our last meeting that we are going to start canvassing up north".

    Sanzar has until June 30 to present its blueprint for the future to its host broadcasters.
    And with time rapidly running out, Marinos said SA Rugby wouldn't hesitate to terminate its involvement with Sanzar if that was what was best for rugby in the republic.

    "We're doing everything in our power to ensure Sanzar stays alive, but we have to be realistic and work within the constraints we have," he told The Times.
    "We are approaching a critical point now.
    "I've put forward a position and South Africa will hold that position.
    "We have compromised and are in a serious stage of negotiation and all parties need to come to the party.
    "They've been talking about a trans-Tasman/Asian structure so we must perhaps also look at what our options are.

    "We will exhaust every avenue within Sanzar but if we can't reach a compromise we'll have no hesitation in looking to the north."
    Marinos said it was anything but a hollow threat.
    In fact, he said aligning themselves with Europe would bring with it some positives.
    "For a lot of reasons it makes sense; the same time zones, it's more attractive for broadcasters, less travel and there has been a resurgence of the strength of club rugby there because of the Heineken Cup," Marinos said.

    O'Neill and SA Rugby officials initially traded barbs following the Sanzar board meeting in Dubai in March.
    But the relationship has soured further in the past two days following more verbals from O'Neill.
    He has blamed SA Rugby's stance for delaying the possibility of an agreement being reached.
    O'Neill has also taken issue with SA Rugby, saying it is not prepared to compromise for the better good of Super Rugby expansion.

    And he has again raised the prospect of the ARU and NZRU moving on without South Africa.
    "I think all the moving so far has been by Australia and New Zealand. That's the truth of it," he said.
    "And I think you get to the point where you can't move any more. We, Australia and New Zealand, have shifted. At this stage, all we have out of South Africa is the press release that came out, which I've held up to the light and I still don't understand it.
    "So I'm sure we'll hear more this week, but it's a very difficult negotiation.

    "Inevitably, you always have to have a plan B.
    "Our preference is still very much a Super 15, a round and a half, what we call the perfect outcome. We've been absolutely consistent about that.
    "If you end up in a complete impasse, well then we've got a game in Australia and New Zealand which requires a big chunk of mass entertainment product.
    "And if it can't include South Africa, then trans-Tasman-Asia Pacific options have to be looked at."
    However, Marinos has fired back, stating: "I take exception to the fact that Australia say they have 'compromised'.
    "I honestly can't see what they have compromised on and in any new structure we agree on they'll be getting more than they had.
    "The only people compromising are those of us who have a competition structure to compromise (the Currie Cup and the Air New Zealand Cup)."

    SYDNEY - La «cultura del sesso di gruppo» radicata nel rugby australiano, e il codice di silenzio che la protegge, sono emersi in piena luce in un programma tv trasmesso l'altra sera, che ha rivelato gravi episodi di cui si sono macchiati alcune star della National Rugby League (ovvero del rugby professionistico a 13, una variante dello sport tradizionale molto diffuso in Oceania). Il programma Four Corners, dell'emittente di Stato Abc, ha documentato come il sesso di gruppo e gli stupri, alimentati dall'alcol, siano endemici nello sport professionista, e ha riportato dettagli e interviste su diversi episodi risalenti fino al 2002.

    GRAVI TRAUMI - Un donna - identificata solo come Clare - ha raccontato come sia stata sottoposta a un tormento di due ore, in cui ha dovuto fare sesso con diversi giocatori della squadra Cronulla di Sydney in un hotel di Christchurch in Nuova Zelanda sette anni fa, mentre altri guardavano e si masturbavano. Ha detto di essersi sentita umiliata e traumatizzata, che la sua vita è stata distrutta, che da allora ha sofferto di stress e ha tentato più volte il suicidio. «Se avessi una pistola li ucciderei. Li odio. Sono disgustosi, li vorrei morti», ha detto. Fra i rugbisti che ha identificato, l'ex giocatore e noto presentatore sportivo tv Matthew Jones, che ha ammesso la sua partecipazione, si è detto pentito, ma ha sostenuto che il sesso era consensuale. La denuncia della giovane fu oggetto di indagini della polizia neozelandese, ma nessuno fu incriminato.

    EPISODI DOLOROSI - Secondo il programma, il caso è solo uno dei molti in cui le ragazze, che a volte accettano di fare sesso con un giocatore, vengono sottoposte a simili abusi. Secondo gli esperti intervistati durante il programma il «sesso di gruppo» sarebbe addirittura percepito come un mezzo per facilitare l'affiatamento di squadra, e un simile trattamento degradante delle donne persiste nonostante numerose iniziative intraprese dai club negli ultimi anni. Il direttore esecutivo della Lega, David Gallop, in nome del rugby australiano ha presentato scuse formali per l'incidente in Nuova Zelanda e per tutti gli altri, che ha definito «dolorosi e indifendibili». Tutti i giocatori debbono accettare le necessità di cambiare atteggiamento verso le donne, oppure «uscire dal gioco», ha detto. Ha tuttavia sottolineato che negli ultimi anni sono stati compiuti progressi significativi, con programmi speciali, nell'educare i giocatori su come trattare le donne.
