Protesters in Rome Accuse Berlusconi of Exploiting His Power

OME, Sept. 14 — More than 100,000 Italians took to the streets here in protest this afternoon, contending that Prime Minister Silvio Berlusconi was exploiting his
role in government and the legislative process for personal advantage.

The turnout of so many people on a sunny Saturday afternoon signaled the extraordinary frustration of Italy's fractured political left about the solid parliamentary majority
that Mr. Berlusconi's center-right coalition holds.

It also underscored the salient oddity of Mr. Berlusconi's reign. He is Italy's richest man, with a vast media empire, and his sprawling business history and connections
present conflicts of interest that hover like question marks over much of what his government does.

The protesters' chief complaint today was legislation that would enable a defendant in a criminal trial to claim that a judge was biased and appeal for a change in venue.
As it happens, Mr. Berlusconi still faces bribery charges from the 1980's, and such a law might help him wriggle out of them.

"After the May 2001 elections, I resigned myself to five terrible years of center-right government," said Nanni Moretti, a celebrated Italian movie director who gave a
fiery speech today in the broad, picturesque square where the protesters gathered. "But they turned out to be more arrogant and incapable and bolder than expected in
satisfying Berlusconi's personal interests and those of his friends."

He added that many Italians "voted for Berlusconi in pursuit of a dream — and woke up in a nightmare."

The legislation in question was passed by the Italian Senate and will probably come up for a vote soon in the Chamber of Deputies. Mr. Berlusconi's opponents say his
allies are pushing for swift enactment to stave off a verdict this fall in his bribery trial.

Mr. Berlusconi's supporters note that criminal justice officials in Milan, the location of his trial, have made politically loaded statements against him that raise questions
about fair treatment there. But they say the main motivation behind the legislation is a seriously flawed criminal justice system that affects everyone. Many of Mr.
Berlusconi's opponents agree that the system needs to be reformed.

The protesters today also took issue with Mr. Berlusconi's indirect control of so much of Italian television, a situation that critics say is ripe for misuse.

"I have taken part in the past in many other protests, but I feel this time it has a particular meaning," said Domenico Caprioli, 67. "It is a difficult moment for our
democracy."

The organizers of the protest, which was peaceful, said early this evening that more than 400,000 people had turned out. The police estimated 100,000 to 150,000, although
they said the number could grow.

The planning for the demonstration opened a window onto the disagreements, rivalries and tensions among Mr. Berlusconi's opponents on the center-left and left, whom
Mr. Moretti has called ineffectual.

Several center-left leaders were invited to attend the demonstration but not to speak at it. Others did not attend, questioning whether public agitation was the way to
recapture a governing majority.

For now, that goal seems far off, as Mr. Moretti's reference to five years bitterly acknowledged. Although most of Italy's governments over the last decade have survived
just one or two years, Mr. Berlusconi seems poised to do better.

Sinceramente non capisco tutta questa agitazione per una legge che in un paese democratico doveva essere stata fatta decenni fa. Negli USA tale legge esiste da decenni. Esempio, se un processo e' fatto in un distretto a maggioranza bianca razzista, il processato se nero, puo' benissimo chiedere di far spostare il processo in un distretto a maggioranza nera (popolazione, quindi giuria), appunto per evitare la possibilita' di un processo non equo. Stesso caso se il giudice assegnato desta qualche preoccupazione al processato, sia per dichiarazioni o anche solamente atteggiamenti, logicamente tutto cio' si deve provare.
Un' altro esmepio e' se il caso ha destato un inaudito interesse nei mass media e se tale interesse in quel particolare distretto potrebbe creare probblemi all' accustato, egli puo' chiedere il cambio di sede. Tutto cio' non vale unicamente per l' accusato ma anche per la parte accusatrice.
Quindi, che cosa c'e' di strano, quando poi anche mmebri dell' opposizioni hanno dichiarato che tale riforma era doverosa da tempo?

non si parla di manifestanti frustrati, ma di un centro sinistra frustrato dalla schiacciante maggioranza parlamentare del centrodestra!!! una maggioranza che elimina il dibattito e il confronto!!! anche quello al suo interno: il Sig. Pecorella nei giorni scorsi ha ricordato ai parlamentari della maggioranza che nel caso la legge Cirami non dovesse passare il Parlamento verrà sciolto... se non si chiama minaccia questa...
