Trial of Linate Controller
The International Federation of Air Traffic Controllers’ Associations (IFATCA) announces its continuing support for their colleague Mr. Paolo Zacchetti, a member of Associazione Nazionale Assistente Controllori della Navigazione Aerea, which represents air traffic controllers in Italy. Mr. Zacchetti has been unfairly convicted on charges of negligence
and manslaughter and sentenced to eight years imprisonment resulting from the collision between a Scandinavian Airlines System aircraft and a business jet at Milan’s Linate airport more than four years ago. IFATCA will have key support personnel present during the upcoming appeal(s) process in the Milano court of justice consisting of local air traffic controllers as well as the Federation’s Italian-speaking Liaison Officer to the International Labor Organization in Geneva. IFATCA has stated on several occasions that to judge Mr.Zacchetti as the primary cause for conditions or events leading to this accident is unacceptable in light of other factors that have contributed to this tragedy.
Our fifty-thousand member Federation has appealed to the Italian Justice System to fully examine and consider all relevant facts in this case from the systemic viewpoint and calls for the complete exoneration of Mr. Zacchetti of all related charges.
It is not the intent of IFATCA to interfere with the Italian legislative process, however we respectfully submit that this accident, occurring in a complex environment, was the culmination of a series of system errors and omissions. We are mindful of the suffering of families of victims of this accident, but caution with respect, that the prosecution of
any individual does not and will not improve system safety. The International Civil Aviation Organization’s (ICAO) Annex 13, Aircraft Accident and Incident Investigation, stipulates that the sole purpose of incident and accident investigation shall be for the prevention of accidents and incidents. It is not to apportion blame or liability.
IFATCA calls on all responsible authorities to bear in mind these internationally accepted standards and practices during the conduct of appeals in this important case.
