Il momento epocale della caduta dei confini fra Italia e Slovenia è arrivato. Da mezzanotte di ieri non esistono più le barriere, le persone possono passare da uno Stato all'altro senza dover esibire alcun documento. Per il territorio Isontino si tratta di un avvenimento storico: sulla fascia confinaria di questa regione è stata scritta una pagina di passato molto difficile.

La Seconda Guerra mondiale ha lasciato la sua scia più velenosa e vivere questo lembo di terra non è stato sempre facile per Gorizia e il suo territorio, anche in tempi più recenti. Per quest'area geografica italiana l'abbattimento delle barriere non significa soltanto che la vicina Slovenia da oggi è entrata nell'area di Schengen , ma ha un sapore più profondo, radicato a memorie che ancora oggi restano ancorate a rimpianti, quando non proprio a rancori.

La mancanza dei posti di blocco, lo smaltimento delle garitte e l'assenza della sbarre dovrebbe peraltro segnare anche l'avvio di una novità economica, non soltanto sociale: negli ultimi anni tutti gli amministratori di quest'area hanno visto in questa data la nuova partenza' per la corsa economica dei due rispettivi Paesi.

Da una parte Nova Gorica, che ha sviluppato già (e con un certo anticipo) una sua specialità seppur più volte contestata con toni forti nell'industria del gioco d'azzardo e del divertimento; dall'altra Gorizia che da estremo baluardo italiano ad Est oggi diviene punto nevralgico e centrale dell'Europa allargata. Ieri questo e altro è stato detto dalle autorità.

E non è mancato nemmeno il saluto del presidente in pectore della Slovenia, Danilo Trk, che prima dell'inizio dell'opera Prepustnica' a Nova Gorica, ha dichiarato: «Oggi si festeggia la nuova Europa, che proprio l'integrazione fra le genti di questo territorio hanno reso possibile».

Si è trattato di una festa popolare che, nonostante il freddo polare, ha raccolto centinaia di persone ad assistere al simbolico addio' dei confini. Gli amministratori hanno ufficializzato il momento a mezzanotte, tra fuochi d'artificio, alzando di forza le sbarre al valico di Casa Rossa: i due sindaci, Ettore Romoli e Mirko Brulc, con il questore, Claudio Gatti, ed il capo della polizia slovena, Alojzij Mohar, accompagnati da prefetto, ambasciatore, parlamentari ed altre autorità, hanno passato prima il posto di blocco sloveno, poi la zona franca, e infine l'area italiana. Applausi ed emozione si sono mescolati fra la folla, mentre già dal pomeriggio musica, concerti e canto animavano le vie delle due città gemelle.

Domani a Gorizia arriverà il ministro degli Interni Giuliano Amato: alle 13.30 sarà in Comune; poi, con il presidente della Regione Riccardo Illy, il Prefetto e il dindaco Ettore Romoli, si recherà al valico della Casa Rossa per incontrare le autorità slovene, il prefetto e il sindaco di Nova Gorica.

Ways of cultural communication across the borders: challenges and problems


We are here in order to celebrate one further step in the building of a piece of Europe as homeland to millions of us. Indeed, every political step in this direction is a welcome occasion to exchange greetings, shake hands, fall in one another’s arms. In a couple of hours this happy celebration will be finished and we shall go back to our homes, to our established newspapers, friends, associations who have accompanied us for so long a time. This evening will probably remain in our minds as a happy party, as a symbolic act, but at the end of the day it will be difficult to recall all the names, addresses, information, we have gathered about our companions of some merry hours. I hope to be wrong, but it is not very likely that many people from different parts of the borders will meet again, organise together other meeting and events, or, most important, simply keep in touch and try to build up a lively cross border-community. Of people, not of institutions.

In my activity as a writer, translator and member of the Board of a cultural association in Trieste I very often face problems involved in activities and relations beyond these border, which perhaps do not longer exist as physical walls, but still have a heavy impact on information, organisation and attendance of cultural events. Personally, I regard culture not only as attending a show performed by someone else and read books and newspapers produced “in the other place”, but above all as the easiest way for people to meet, to discuss also about every day’s life, to grow as a true community. I can imagine that also many of yours have experienced the frustrating feeling of attending an event or going to, let’s say, a pub over the border and notice that everyone is sitting in closed groups and speaking with old friends from the same spot. Unless you are looking for sexual approaches, it is not very likely that anybody will approach you. What should you talk about with somebody you do not know? And in which language should we talk? I have made the experience that, in the usually noisy environment of theatres and pubs, people tend to make efforts mainly to speak and listen to somebody speaking their own language, thus not really encouraging a conversation in English.

Well, culture at least provides you with a defined topic and the right choice of the event will convey you to people with whom you share at least one interest. Attendance to such events will surely be a step in the right direction, provided there is sufficient and timely information on the media about what is going on also in the neighbouring areas. I have realized that today this is not the case: neither in Friuli-Venezia Giulia, nor in Carinthia, nor in Slovenia newspapers provide useful information about the events across the old borders. A complete exchange of information by cultural associations and a crossborder-pinboard with full listing of associations and their activities would be a very useful first-line action in the right direction. The newly founded House of Literature, House of Music and House of Theatre in Trieste are aimed at pooling together the activities of the many local Cultural Associations and so enable people from the other sides of the border to have just one organisation for interfacing with.

Let us imagine that this first step, a full exchange if information, has already become reality, which can be the next one? In my opinion, simple passive attendance to events does not necessarily lead to an improvement in interpersonal relationships. To become friends you should first become colleagues and this is usually achieved working together at some common project. So, once you know whom you can contact, you should also do it, for instance writing to an association across the border, which is involved in the same field as you are. It should be obvious, but experience has showed that it is not, if somebody seeks co-operation, you should at least answer and let him know whether you are interested and, if not, possibly telling him who might be better contact.

So far some wishful thinking at the level of the people directly concerned. For a successful networking it is mandatory also to be able to count on the co-operation of media and institutions.
I have some simple suggestions to both:

I would like to say to the Media: it would be great if in each Country, let me still call them so, there would be some kind of “pinboard”, as meeting point between the citizen of the Country concerned and the offer in the other Countries. For instance, this might be a single, monthly journal with internet-homepage, carrying the names and addresses of all cultural associations in the Euregio and their program for the forthcoming month. Obviously, only associations and institutions regularly sending their programmes to the “pinboard” will be eligible for publicity.

For the Institutions: Italy, Carinthia and Slovenia still have very marked differences in the interaction between institutions and associations. This fact puts some shadow about the viability of the cultural section of the recent declaration of intents expressed in Duino, unless there is a mutual co-ordination and laws and habits become closer to one another.
Just as examples:
In Italy it is almost compulsory for a cultural association to consist of “volunteers” and to charge no entrance fees, thus entirely relying on public funding for their activities. This leads to the formation of a huge number of very small associations, to scattering of the resources over many small events and to a over-accumulation of events between October and December, being reasonably sure at that time that promised financial support will be effectively paid.
In Carinthia the Institutions support only very few associations and entrance fees are always charged to the audience. This results in a very limited number of more independent, strong cultural associations, in a preference for social meetings and few, but substantial events scattered during the entire year.
Unfortunately, no such information about Slovenia is available to me.

It is obvious that such big differences in the modalities of institutional support are a huge obstacle in the cultural co-operation in the Alpe-Adria area. But they are also a challenge, an occasion to study the working system s of the neighbours and to re-thing own operating procedures and ways of thinking in the light of a much enlarged operational field. I wish some institutional representative were here, could think over these problems and be open-minded for finding positive solutions.

la mia famiglia si è trasferita qui appena negli anni '50, ma io penso di essere uno dei filo-asburgici più ferventi di Gorizia...

credo nella "nation of will", piuttosto che nella "nation of blood". semmai sarebbe il caso di spedire a Roma tutti quei fascisti che infestano il Litorale.

in fin dei conti, se la convivenza di più popoli e la Mitteleuropa li disgustano tanto, perchè non lasciano perdere e vanno a farsi una villetta abusiva nel golfo di Napoli?
